The Department of Energy and Environmental Protection (DEEP) will conduct a Technical hearing on July 13th to deal with a host of questions about a program proposed by CEMA to promote biodiesel blending with home heating oil. CEMA has advocated for several years, for Connecticut to adopt policies to promote the use of low emissions liquid fuels to replace the natural gas expansion and conversion program.

NEFI has informed us that effective immediately, the governors of Connecticut, New York and New Jersey announced a 14-day quarantine requirement for anyone entering their states from a state with a positive test rate. This is defined as a rate higher than 10 positive cases per 100,000 residents over a 7-day rolling average, or a state with a 10% or higher positivity rate over a 7-day rolling average.

The Pipeline and Hazardous Material Safety Administration (PHMSA) announced an extension of the agency’s March 24, 2020 enforcement discretion policy (waiver) regarding reoccurring hazardous material training and testing requirements for CDL drivers. While the waiver is in effect, PHMSA will take no enforcement action against any motor carrier or offeror who is unable to provide reoccurring hazardous material training and testing that all CDL HAZMAT drivers (and all HAZMAT employees) must undergo every three years.

CT Diesel Tax
The Department of Revenue Services (DRS) has announced that the new diesel excise tax rate beginning July 1, 2020 will be 44.6¢ per gallon, which will remain in effect through June 30, 2021. This change represents a 1.9¢ decrease from the current tax of 46.5¢ per gallon. The diesel excise tax in Connecticut is adjusted every July 1 to reflect wholesale prices of diesel in the prior twelve-month period. As a result, some years it increases and some years it declines.
