The new CEMA Upgrade & Save — CT Energy Efficiency and Safety Rebate Program is now open. Last week, retailers who participated in the program last year should have received an email notifying them that they have been automatically enrolled in the program and that funding was available to offer Oilheat system and tank upgrades.

Marketing ULSHO to your customers — As of July 1 this week, the heating oil industry in Connecticut (and other states) is transitioning to ultra-low sulfur heating oil. This isn't a new product, and has been in use for heating systems in New York since 2012, and has been used for truck and car engines for longer than that.

The Department of Energy and Environmental Protection (DEEP) has released a list of underground storage owners and operators who have not yet completed their annual registration. Last week, DEEP sent an email to UST owners who have not yet completed their registration. Failure to submit the requisite annual UST facility notification and/or the requisite annual UST facility fee(s) by the deadline may result in enforcement actions and fines of up to $25,000 per day per violation.

Diesel excise tax increase to 43.9 cents/gall — Every year on July 1, the CT Department of Revenue Services adjusts the diesel excise tax (aka motor fuels tax on diesel) based on the prior year's price of diesel. The tax has gone up, down or stayed the same in prior years. This year the price will increase by 2.2 cents/gall, from the current 41.7 cents/gall to 43.9 cents/gall, effective July 1.

Last week, the Federal Motor Carrier Safety Administration (FMCSA) stated that they were launching a pilot program that would allow some qualified drivers from 18 to 20-years-old to operate commercial trucks across state lines. Current federal law requires drivers operating commercial trucks across state lines to be at least 21-years-old.

In a major blow for unions, the Supreme Court ruled that states can no longer force workers who choose not to join unions to pay for collective bargaining fees. In a 5-4 decision, the justices ruled that the collection of the fees, known as agency fees, violates public employees' First Amendment right. All five of the court's Republican-appointed justices agreed on the ruling, with the four Democratic-appointed justices dissenting.

The gas utility tariffs for July 2018 are in. You can compare these rates to your own prices. Gas tariffs were up for Eversource and down CNG and SCG, compared to last month. These utility tariffs below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil.
