The Southern New England Energy Conference is an educational conference for retailers and wholesalers in the liquid fuels market. The conference is known for its novel educational offerings not presented at other conferences in the northeast. Attendees consist of approximately 200 retail energy marketers, and about 50 other industry participants for a total attendance of 250.

The gas utility tariffs for July 2016 are in, and we compare them to average retail heating oil prices. The rates below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil. These are the system expansion tariffs, which apply to all conversions from heating oil to utility gas.

A federal appeals court in New York has disapproved the $7.5 billion dollar settlement of the swipe fee litigation against Visa and MasterCard. The case was brought as a class action on behalf of 12 million retailers who accept Visa and MasterCard. The Court of Appeals held that an entire class of entities who are not eligible to obtain a monetary award from the settlement fund were inadequately represented by the attorneys representing the class.

On July 1, the Department of Energy and Environmental Protection (DEEP) accepted responses to a recent request for proposals to expand natural gas capacity and storage in the state.

Under Connecticut's ongoing procurement, and similar proceedings in other New England states, the answer is changing. In the past, local gas utility companies, such as Yankee Gas or Connecticut Natural Gas, have been responsible for contracting with developers for pipeline capacity, and passing the costs onto their gas ratepayers.

The Office of Consumer Counsel plans to oppose the $100 million increase in distribution rates proposed by the United Illuminating Co. over the next three years. United Illuminating filed an application with the Public Utilities Regulatory Authority (PURA) to raise its distribution rates effective Jan. 1, 2017, as well as incremental increases annually on Jan. 1, 2018 and 2019.

Connecticut residents are playing Keno at twice the expected rate, fueling hope that the numbers guessing game can garner as much as $70 million in annual sales. During the first two months of play, Keno raked in $12 million in sales — double earlier estimates of about $17 million during its first six months of play, or $2.8 million a month, according to the Connecticut Lottery Corp.

In February 2014, the Federal Motor Carrier Safety Administration announced a proposal to establish a Drug and Alcohol Testing Clearinghouse for all truck and bus Commercial Driver License drivers. The goal is to help the FMCSA and motor carriers to more easily identify CDL drivers who previously had a Drug and Alcohol Testing violation which prohibits them from operating a Commercial Motor Vehicle.

The U.S. DOT's Pipeline and Hazardous Material Safety Administration (PHMSA) requires hazardous material transporters to register and pay a fee each year in return for a certificate of operation. PHMSA began mailing the 2016-2017 registration information to HAZMAT transporters last month.
