Yesterday, the Department of Energy and Environmental Protection (DEEP) briefed legislators and staff on what the draft plan will cover.

This week, the state unions representing 46,000 employees accepted the nearly $1.6 billion concession package that they negotiated with the governor. The unions approved a three-year pay freeze and three furlough days per worker and in exchange they would be exempted from layoffs for the next four years.

CEMA's motor fuels members are working on a number of issues that would increase the profitability of c-stores in Connecticut, and this week nearly 100 members reached out to their local legislators about the following proposals that we would like to be included in the budget. CEMA has pitched three proposals that would generate an additional $35 million per year in revenue without increasing taxes.

As noted in this newsletter two weeks ago, CEMA has been working with some marketers in the Cheshire/Meriden area to defeat a gas expansion program by Eversource (Yankee Gas) from the Meriden line to Route 10 in Cheshire. We launched a direct mail campaign to the specific neighborhoods targeted by the gas utility and created a Cheshire specific website.

Every month we provide the cost of natgas conversion, showing utility rates for on-main and off-main conversions in terms of BTU-equivalent heating oil per gallon prices. This month we'll also show what the conversion rates are in terms of propane prices per gallon. Our conversion calculations are based on propane producing 91,500 BTUs per gallon, while natgas produces 103,200 BTUs per ccf (hundred cubic feet) of gas.

Southern Connecticut Gas filed to increase its residential rates next year by 1.9 percent monthly on average, escalating further the two following years. SCG wants to increase rates $3.44 a month on average in 2018, along with an incremental $4.49 a month the following year, or 2.6 percent; and $2.94 monthly on average in 2020, or 1.6 percent.

On Thursday, June 1, an excavator working on the University of Connecticut campus in Storrs hit a natural gas line, prompting evacuations of two buildings. According to CBS Connecticut, the incident occurred on the east side of campus around 11 a.m., at which point people were promptly asked to vacate both the UConn Dairy Bar and the Jones academic building.
