The gas utility tariffs for August 2016 are in and we compare them to average retail heating oil prices. The rates below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil. These are the system expansion tariffs, which apply to all conversions from heating oil to utility gas.

Background: The IRS has just published a revised Form 2290 and instructions required for payment of the federal heavy highway vehicle use (HHVU) tax for the 2016-2017 reporting year. Most petroleum marketers must pay the annual HHVU tax on each cargo tank vehicle and transport with a gross vehicle weight of 55,000 pounds or greater that travels 5,000 miles or more per year.

This is particularly relevant because the sales tax exemption on high efficiency products expired on Jan. 1.

Most New Englanders are concerned about climate change, but they also worry about energy costs and wouldn't voluntarily pay more for electricity to limit climate change's effects, a survey found. Seventy-five percent of respondents said they were at least somewhat concerned about the effects of climate change, with 50 percent of total respondents saying they are "very concerned," according to a survey by the New England Energy Alliance.

Public Service Enterprise Group is trying to block a plan to expand a natural gas pipeline in New England, arguing it will unreasonably suppress prices in the electricity market there. In a filing with the Federal Energy Regulatory Commission, PSEG companies contend that the move, initiated by four states in the region, is not driven by reliability needs and that the gas would be rarely used by the utilities that would own the pipeline.

The United States will miss its emission-reduction targets under the Paris climate agreement if 19 pending natural gas pipelines are built across eastern states, a report published on by environmental groups said. Oil Change International and 11 other organizations found that 19 proposed pipelines due to move natural gas from the shale fields of Pennsylvania, Ohio and West Virginia to states from Louisiana to New York would unlock at least 15.2 billion cubic feet per day of new natural gas production.

The EPA is significantly underestimating biodiesel's capacity to deliver more Advanced Biofuel to U.S. consumers in the coming years, the National Biodiesel Board said in public comments on a pending renewable fuels proposal. NBB called on the EPA to strengthen the biodiesel and overall Advanced Biofuel volumes under the proposal before it is finalized later this year.
