FMCSA allows 30-minute rest breaks to be counted as on-duty for select drivers

The U.S. Department of Transportation Federal Motor Carrier Safety Administration has issued an exemption that changes the way CDL drivers hauling gasoline record their mandatory 30-minute break period under recently amended hours of service regulations. The new exemption allows drivers hauling gasoline who record their time in a daily log book to count the 30-minute break as "on-duty" time rather than "off-duty" time as otherwise required under the hours-of-service regulations.

In 1995, those underage could more easily buy tobacco at retail stores, with some reports indicating a 40-60 percent success rate. Today, after years of efforts to prevent underage tobacco sales, it's down to roughly 10 percent, according to the federal government's published 2013 Synar report measuring illegal tobacco sales to minors.

Study: Methane leaks in natural-gas supply chain far exceed estimates

A little-noted portion of the chain of pipelines and equipment that brings natural gas from the field into power plants and homes is responsible for a surprising amount of methane emissions, according to a study. Natural-gas gathering facilities, which collect from multiple wells, lose about 100 billion cubic feet of natural gas a year, about eight times as much as estimates used by the Environmental Protection Agency, according to the study, which appeared in the journal Environmental Science & Technology.
