In June, CEMA notified its members that the Department of Consumer Protection (DCP) was issuing warnings to fuel retailers who were engaged in "mobile" commercial diesel fueling — see here. CEMA negotiated a 90 day pause to work with the department to allow diesel fuel retailers to continue to operate if they register with the department. Heating oil dealers or other fuel retailers who want to sell diesel fuel to on-road vehicles directly may do so by following these directions to complete this registration form.

This week, the Energy, Appropriations and Human Services committees approved a plan to increase the margin that home heating oil dealers are paid for deliveries to customers participating in the Low Income Home Energy Assistance Program (LIHEAP) also know at the Connecticut Energy Assistance Program (CEAP). The increase in the margin over rack program was changed from 33cpg to 35cpg in addition to county differentials. The fixed margin price is based on the daily New Haven Rack Average OPIS price for heating oil as follows:

Given that lawmakers are back home in their districts during August recess, continue to remind them to extend the $1 per gallon biodiesel blender's tax credit. PMAA supports legislation introduced by Rep. Abby Finkenauer (D-IA) (H.R. 2089), known as the "Biodiesel Tax Credit Extension Act," that would extend the biodiesel credit for 2018 and 2019. Similar legislation has also been introduced in the Senate, S. 617. Since 2005, there has been a $1 per gallon biodiesel and renewable diesel blenders' tax credit which was created to stimulate production and consumption of biodiesel and renewable diesel.

The Environmental Protection Agency (EPA) had approved 31 small refinery exemptions (SREs) for oil refiners in 2018. These SREs threaten the market for biodiesel and biodiesel-blended heating oil aka Bioheat® fuel, as evidenced by several biodiesel plant closures that had already occurred as a result of previous SRE approvals.

In doing so, the FMCSA handed petroleum marketers a significant victory by proposing key HOS changes requested by PMAA.

The gas utility tariffs for September are in. You can compare these rates to your own prices. Gas tariffs were on average down 10 cents/gallon: down for Eversource and SCG, unchanged for CNG. These utility tariffs below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil.

The retail giant says Tesla's "negligent installation and maintenance" of solar panels caused fires on the roofs of as many as seven Walmart stores since 2012.
