Last week, Governor Ned Lamont issued an executive order that sets a goal for a 100% carbon-free electric grid in the state by 2040 to combat climate change. This is the most definitive step that the state has taken to comply with the state law that requires 45% emissions reductions below 2001 levels by 2030 and an 80% emissions reductions below 2001 levels by 2050. Connecticut's plan to "decarbonize" the state has focused on electrifying the heating and transportations sectors.

The Connecticut Energy Assistance Program (CEAP) is once again requiring the ten largest vendors that participate in the program to provide consumption data for their customers. The federal Department of Health and Human Services (HHS) is requiring states to collect information form homes that receive energy assistance benefits so that they can come up with a plan to better distribute Weatherization funds.

The Department of Energy and Environmental Protection (DEEP) recently reached out to CEMA concerning what they believe is an increase in the number of residential heating oil tank leaks. DEEP has asked CEMA to work with them on how to reduce the number of tank leaks by implementing potential inspection programs or other strategies so that the issues is addressed. CEMA's legislative and executive committee will be meeting to come up with suggestions on how to respond to DEEP's concerns.

Per CNN, the 2020 edition of the Farmers' Almanac predicts that two-thirds of the country will face a colder-than-normal winter season. The worst of this year's bitterly cold winter will affect the eastern parts of the Rockies all the way to the Appalachians. The outlook says the Northeast, including cities such as Boston and Washington, can anticipate colder temperatures than typically expected. The minimum level of training is Awareness, which provides general awareness of hazardous material risk and does not qualify one to respond to a hazmat release other than to call for help.
