Yesterday, the House Financial Services Committee marked up and ultimately passed H.R. 5983, known as the "Financial Choice Act". The vote passed 30-26, with all Democrats and one Republican voting in the negative. An amendment to the bill by Congressman Neugebauer (R-TX) that would repeal the Durbin amendment was added to the bill.

The same rules will apply to people who want to transfer their commercial driver's license to Connecticut.

Fallout continues from last week's Supreme Judicial Court decision that forbade Massachusetts electric companies from charging their customers for the cost of building natural gas pipelines in New England. The "innovative mechanism," where electric utilities would buy pipeline capacity on behalf of power plants, was proposed by the administration of Gov. Charlie Baker and adopted by his Department of Public Utilities last fall.

The owner of the Algonquin Gas Transmission pipeline, which crosses Connecticut diagonally into Rhode Island and Massachusetts, said it has agreed to be acquired by Canadian energy giant Enbridge Inc. for $28 billion. Houston's Spectra Energy and Calgary's Enbridge said the deal, expected to close by March 2017, would create the largest energy infrastructure company in North America.

Within the costly Northeast, New England had the second highest employer cost for employee compensation nationally, outpaced by the Mid-Atlantic division, according to the U.S. Bureau of Labor Statistics. Fitch Ratings has rated Connecticut's $1 billion special tax obligation (STO) bonds "AA-" and downgraded the state's outstanding STO bonds, reinforcing concerns that surfaced in May about the state's budget flexibility amid continuing deficits. Scheduled to be offered for sale on Sept. 13, the bonds include $800 million in STO 2016 series A bonds and $200 million in STO 2016 series B refunding bonds.
