Natural gas issues make national headlines

Recently, the NBC evening news reported on an investigation that they did jointly with USA Today concerning aging and failing natural gas infrastructure that was installed all over America over the past 100 years. NBC reports that natural gas lines in the northeast are among the oldest in the country and would cost $2 to $3 million per mile to be replaced, and that it would take as long as 50 years to remove the old cast iron and steel pipes.

Energy Assistance Program to begin Nov. 12

Heating oil and propane dealers should be receiving contracts from the Connecticut Department of Social Services concerning the Connecticut Energy Assistance Program shortly. This year’s Fixed Margin Pricing Program will pay dealers 31 cpg and includes a county differentials in the pricing mechanism. The differentials are based on a county-by-county comparison of retail prices and are based on the daily ultra-low sulfur red dyed distillate price published by OPIS.
DRS issues correction to fuel taxes for generators

In the last CEMA Pipeline newsletter, we reprinted the guidance we received from the Department of Revenue Services regarding taxes on diesel and propane used to fuel generators. As it turned out, it was incorrect! In an email from the DRS auditor who originally gave us this information, he wrote us: “I apologize, but I believe I am the source of some confusion. [The information I gave you] should read, Diesel fuel sold to a portable generator less than 150 kw is subject to the excise tax and exempt from sales tax.”
Fall OSHA/DOT hazmat certification and re-certification classes

All employees who may come into contact with any hazardous materials need to be trained at least at the Awareness level. Any employee who is expected to clean up small spills (those not requiring a Hazmat suit or breathing apparatus) need to be certified at the Operations level. The training offered by CEMA satisfies both OSHA requirements under 29 CFR 1910-120 and DOT requirements under 49 CFR 172.704.
In memoriam — Dorothy (Kimball) Rhodes, ICPA

Longtime ICPA employee Dorothy Rhodes passed away on Sept. 16. In 1992 Dorothy was awarded ICPA highest honor.
Dorothy enjoyed playing the piano and singing, and was an amazing cook. She worked for Kaman Aircraft as Charlie Kaman's personal secretary for some time and there met her husband, Dusty Rhodes, who was the foreman of Experimental Aircraft at Kaman.
From PMMA — EPA sends draft of new UST rule to White House

The EPA has sent a draft final rule over to the White House Office of Management and Budget for review and final approval that would impose onerous new UST requirements on petroleum marketers. The new rule would mandate comprehensive UST system walkthrough inspections, new interstitial monitoring of tanks, pipes and sumps equipped with secondary containment, installation of under dispenser containment and spill and periodic overfill and spill equipment testing among other requirements.

We had a very successful 64th Annual Meeting in Newport, Rhode Island, recently, Sept. 22-23. Joining CEMA members and vendors were attendees from five states, including Massachusetts, Rhode Island, Maine, New York and Pennsylvania for an all-inclusive attendance of over 250. Our 30 breakout and general sessions were full. At the Awards Night dinner, we honored Kate Childs, Tuxis Ohr’s; Julie Roman and Dan Roman, Roman Oil, for their significant grassroots lobbying with Meriden and Wallingford legislators that saved every oil dealer in the state over $4000 each.
Election regulators call Northeast Utilities' solicitation 'egregious'

The State Elections Enforcement Commission dismissed a complaint against Northeast Utilities CEO Thomas May recently, but not before offering some harsh criticism of the solicitation the state contractor sent last September to his employees.
“The next gubernatorial election is upon us, and I am asking each of you to join me in financially supporting Connecticut’s Governor Dannel P. Malloy,” May wrote in his Sept. 27, 2013, email to company managers.
Natural gas exports could increase prices

In a move that could increase natural gas prices, the U.S. Department of Energy recently granted final approval for a California-based company to export natural gas to Asia, where prices are four times those in the U.S., according to an article in The Oklahoman.
The approval authorizes Sempra Energy to build its Cameron LNG export facility on the Louisiana coast, from where it would export as much as 1.7 billion cubic feet of natural gas per day.

Business group backs CL&P rate request

The Connecticut Business and Industry Association, the state's largest business organization with more than 10,000 member companies, has long lamented high energy costs as an undue burden on businesses and one main reason why economic growth has generally been slow.
But recently the organization filed a last-minute letter of support for Connecticut Light & Power's $231 million rate hike, posted hours before the public comment period for the request closed.
