CEMA/ENTECH Creates "Charles S. Isenberg Scholarship" to Support HVACR Student
CEMA was informed by his son that Charlie Isenberg passed away last month on September 12, 2019. Charlie was synonymous with the petroleum industry for the 50 years he was associated with the Connecticut Petroleum Association (CPA), which became the Independent Connecticut Petroleum Association in the '70s, the predecessor to CEMA. Initially he worked for his brother, Lee Isenberg, who ran an association management company of which CPA was a client.

The New England Fuel Institute (NEFI) passed a resolution last month at a summit held during the Heating & Energizing America Trade Show (the HEAT Show) to achieve net-zero carbon dioxide (CO2) emissions by 2050. The "Providence resolution" calls for a 15% reduction in CO2 emissions by 2023, a 40% reduction by 2030, and net-zero-carbon emissions by 2050 and was. The resolution closely matches a Connecticut law that requires carbon dioxide reductions of 45% below 2001 by 2030 and 80% below 2001 levels by 2050.

Employers with 3 or more employees are now required to provide 2 hours of training and education including information concerning sexual harassment and remedies available to victims of sexual harassment. The new law regarding sexual harassment training and education went into effect on October 1, 2019, but most of the training does not have to be completed until next year (see below for more details).

The National Oilheat Research Alliance (NORA) elected Rick Bologna of Westmore Fuel (Greenwich) as the Chairman of their Board at NEFI's Heating & Energizing America Trade Show (the HEAT Show) held in Providence, RI last month. Rick is a former CEMA Board Chairman and is currently the Chair of the associations Legislative Committee. Rick is the General Manager of Westmore Fuel has served on NORA Board of Directors in the past as well as CEMA and NEFI's Boards.

Federal regulations require anyone who may come into contact with hazardous materials to receive hazmat training. The minimum level of training is Awareness, which provides general awareness of hazardous material risk and does not qualify one to respond to a hazmat release other than to call for help. At the Operations level, one is qualified to respond to hazmat releases and provide limited cleanup of releases. Classes will be held at CEMA's offices, 10 Alcap Ridge, Cromwell, CT and will run from 9 am - 12:30 pm.

Two House Committees held hearings on e-cigarettes. Democrats want e-cigarettes to be banned until approved by the Food and Drug Administration (FDA) through the FDA's premarket tobacco product application (PMTA) pathway. By May of next year, all manufacturers will have to apply for new product approval and FDA could grant approval for manufacturer's flavored products to come back on to the market. Specifically, Acting FDA Commissioner, Ned Sharpless, wants to ban e-cigarettes not only from convenience and other non-adult only retail, but also from the Internet.

Federal officials are recommending stronger nationwide requirements for natural gas systems following September 2018's natural gas explosions and fires in Massachusetts. The National Transportation Safety Board, which investigates major pipeline accidents, recently said every state should require all natural gas infrastructure projects to be reviewed and approved by a licensed professional engineer.

The state Department of Public Health said Thursday that a Connecticut resident has died after being hospitalized with a “lung injury related to vaping.” The DPH said the patient, who was between the ages of 30 and 39, died recently. State officials consulted with the Centers for Disease Control and Prevention to confirm that the person died from a vaping-related lung injury.

In an unprecedented move, Pacific Gas & Electric recently began shutting off power to about 800,000 customers across Northern California in an attempt to avoid wildfires caused by winds damaging power equipment.
