Next week, CEMA will participate in two proceedings concerning electrification. On Monday, the Department of Energy and Environmental Protection (DEEP) will hold a technical meeting to look at the possibility of integrating a Thermal Renewable Credit Program (TREC) into the state’s energy plan. CEMA is pushing for biodiesel to become an option for electric generators to use as a vehicle to comply with a state law that requires them to purchase clean energy credits to offset their emissions.

Every week Fox 61 recognizes a local business that sends in a coffee cup with their company logo on it. CEMA did this, sending in a Bioheat coffee cup we received from Paul Nazzaro and the National Biodiesel Board. In addition to recognizing CEMA, the tv anchors were tickled by the way the Bioheat cup changed colors and showed a new message when hot water was poured in. Despite opposition from MEMA, the gas utilities and some Realtors and restaurant owners, voters in the Town of Brookline last night overwhelmingly approved a bylaw that bans the installation of “fuel gas or fuel oil piping” in all new construction and in any building that undertakes “significant rehabilitation” defined as “more than 50% of the building floor area.”
“After attending two public meetings on this proposal last summer and presenting the heating oil industry position that we're a partner in reducing fossil fuel use through heating system efficiencies and clean, renewable BIOHEAT, it was apparent to me that this proposal would eventually be approved by Brookline voters,” said MEMA’s Michael Ferrante.

The gas utility tariffs for December are in. You can compare these rates to your own prices. Gas tariffs were down slightly for Eversource and unchanged for CNG and SCG from November. These utility tariffs below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil. These are the system expansion tariffs, which apply a surcharge to all residential conversions from heating oil to utility gas. The lower number applies if the home is within 150 feet of the gas main ("on main"), and the higher number applies if the home is more than 150 feet from the gas main ("off main").

The Federal Motor Carrier Safety Administration (FMCSA) is set to announce a two-year delay to its Entry Level Driver Training (ELDT) Rule scheduled to go into effect February 7, 2020. The ELDT rule is important to heating oil dealers because it requires rigorous new training for both new CDL license applicants and current CDL holders seeking a license upgrade.
The new requirements include expanded written test materials and practical skills testing in real life situations on public highways. Critics of ELDT say it will increase the shortage of CDL drivers due to the degree of difficulty of the new training requirements and the expense of mandatory enrollment with a FMCSA certified training provider.

Provided for your situational awareness from the U.S. Department of Transportation, here is a graphic produced by the Pro-Islamic State Al-Quraysh Media Foundation titled “Gas Station Plan Less and New Target.” This graphic appears to be an attempt by the group to incite attacks against gas stations, oil pipelines, and oil/gas transport trucks. DOT analysis found that the attack methods proposed would lend to the assessment that the group doesn’t fully understand the ecosystem in which they suggest targeting – or they were just throwing out random ideas to “see what may stick.” Further, no picture within this graphic appears to be inherently American and all images are easily accessed via the internet, indicating no preoperational surveillance was conducted before suggesting any attack method.
