Connecticut's minimum wage will increase on Jan. 1, 2017 to $10.10 per hour — the current rate of $9.60 per hour will be in effect until Dec. 31, 2016. In related news, the Connecticut Low Wage Employer Advisory Board issued a recommendation last week to increase the state minimum wage to $15.00 per hour.

Discover has joined Visa, MasterCard and American Express who announced last week their decision to delay automated fuel dispensers/pumps (AFD) EMV implementation date from Oct. 1, 2017 to Oct. 1, 2020. EMV implementation at ATMs will not change and will take effect as planned on Oct. 1, 2017.

The gas utility tariffs for December 2016 are in and we compare them to average retail heating oil prices. The rates below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil. These are the system expansion tariffs, which apply to all residential conversions from heating oil to utility gas.

The Food and Drug Administration (FDA) has backed off an announcement made last week that would have mandated compliance to Dec. 1, 2016, although, FDA had been public about extending compliance to May 5, 2017. On Dec. 2, FDA announced it would issue a new rule to move the compliance date to the enforcement date of May 5, 2017.

There are significant changes going into effect next year with how DOT numbers are registered with the Federal Motor Carrier Safety Administration (FMCSA), a division of DOT. As of Jan. 14, all new and renewal registrations for DOT numbers have to be done online, using the Unified Registration System (URS).

Ernest H. Groth, 88, of Killingworth, Connecticut, formerly of New Britain and Newington Connecticut, passed away on Wednesday, Nov. 30, 2016. He was the husband of the late Jean (Brown) Groth and the late Marilyn (Uhlig Skipton) Groth. Born in New Britain, he was the son of the late Henry William and Helena Doerr Groth.

Connecticut employers will see a 10.9 percent reduction in workers' compensation premium rates next year. The state's Insurance Department today announced approval of a September filing by the National Council on Compensation Insurance seeking the reductions. The decision covers both the voluntary loss and assigned risk markets for policies renewing on or after Jan. 1.

Holding brightly colored signs, about 300 people rallied at the state Capitol on Dec. 3 to promote clean and renewable energy. The rally — sponsored by the Connecticut Sierra Club, 350 Connecticut, and other environmental, labor, faith and social justice groups — aimed to halt global warming, promote clean, renewable sources like solar and wind, and celebrate the state's recent decision to cancel plans for major natural gas pipelines.

While falling fuel prices offer some relief, more than 320,000 Connecticut households face the "crushing financial burden" of energy bills that outstrip their resources by almost $400 million, a new study reported. According to Operation Fuel, the energy affordability gap — the difference between the bills low-income households face and the level they can afford — dropped from $1,506 last year to $1,241 in the latest report.

Inland areas like Danbury, Oxford and New Milford will have temperatures in the low 20s, or upper teens on the coldest nights of the week on Friday and Saturday. The Connecticut Department of Motor Vehicles and one of the state's two AAA franchises have reached an impasse on efforts to reach a new contract to allow the automotive club to continue providing license renewals and issuing identification cards for the agency. The existing contract between the DMV and AAA Northeast, which operates offices in Fairfield and New Haven counties, expires at the end of the month.
