As we write this, the largest tax reform bill in more than 30 years has, at long last, been finalized — almost. All that remains is a formal vote and the signature of the President for the Tax Reduction and Jobs Act of 2017 to become law. It is anticipated many of the provisions in the final bill will become effective for 2018.

Connecticut was the last state to pass a budget when they did so in late October. It was the first bipartisan budget passed in Connecticut since the Rowland administration, when surpluses were abundant. Unfortunately, the Republicans were not able to bring any magic to fix the reoccurring deficits that we have experienced for the last several years the negotiating table and the state now finds itself in a $208 million budget deficit.

The Federal Motor Carrier Safety Administration's (FMCSA) deadline for compliance with electronic logging device (ELD) requirements for recording drivers daily hours of service (HOS) is Dec. 18, 2017. The ELD rule was mandated by Congress as part of the 2012 transportation authorization and funding law known as Moving Ahead for Progress in the 21st Century Act (MAP-21).

A recently-released "working paper" from the Georgetown University Transportation Climate Initiative (TCI) outlining a new cap-and-trade program aimed at the transportation fuel sector in the Northeast (including Connecticut), is recommending a program that would work similar to the way the Regional Greenhouse Gas Initiative (RGGI) does in the power generation sector.

Ernest A. Wiehl, Jr. passed away peacefully Dec. 8, 2017 in Vero Beach, Florida. He was born Jan. 15, 1924 in Memphis, Tennessee, son of the late Ernest and Lucile Wiehl. He attended Fox Meadow School, Roger Ludlowe High School and Loomis School. During those years, Mr. Wiehl became an Eagle Scout.

For the third year in a row, CEMA's annual holiday party sold out last week, despite having a larger venue. Held at the New England Carousel Museum, we hosted a total of 140 guests. These included guests from Operation Fuel which received a $5,000 donation from Good Works Insurance. Good Works will match any donation from a CEMA member, up to $5000, which means another potential donation of up to $10,000 to Operation Fuel.

Oil and other liquefied gases heat 48.5 percent of the households in Connecticut, while natural gas is the fuel of choice in 33.6 percent of the homes, according to the U.S. Energy Information Administration.

The problem: Connecticut's special transportation fund will start running a deficit in 2019. Current estimates say it'll be $38.1 million in the red.

Tucked inside Eversource's request for a rate increase of $337 million over three years is more than $4 million in membership fees to business and economic development groups that critics say ratepayers should not have to pay. As part of its "community relations and economic development" program, Eversource has proposed spending $574,000 for membership fees to the Edison Electric Institute.
