Several city officials from local governments in Southeast LA are showing that if you're going to talk the talk, then you have to walk the walk. That's right, while it might be easy to talk about improving the health of one's community, being an active participant is much tougher. But elected and appointed leaders from cities in Southeast LA are leading by example with a friendly competition that will track endurance, weight, and BMI levels among the participants.

Long Beach is racing ahead of Los Angeles in the parklet department — their most recent coup is Park[d] Plaza, which converts part of a parking lot into a public space (and somehow manages to add a parking space in the process). Nonprofit design studio City Fabrick partnered with the city to add "a bright yellow color palette, street furniture, and large stenciled infographics representing facts and data about the neighborhood and development of the new open space" to the 2,250-square-foot site in LB's East Village.

Sixteen council candidates seeking a grand total of seven seats in Menlo Park, Atherton and East Palo Alto are furiously raising and spending thousands of dollars in a scramble to get the most votes on Election Day. In Menlo Park, where an incumbent and four challengers are running for two seats on the city council, Catherine Carlton is the top fundraiser, according to campaign finance documents that were due Oct. 25.

Wildomar residents to decide fate of park tax

Although voters have previously said no twice, Wildomar once again is asking its residents to consider a parcel tax to fund maintenance of its three parks. On Nov. 6, Wildomar's 14,621 registered voters will be asked to decide the future of Measure Z, a $28 annual parcel tax for upkeep, utilities and equipment at Marna O'Brien Park, Windsong Park and Heritage Regency Park. In order to pass, the measure needs two-thirds of voters to support it.

State parks department moves closer to Montaña de Oro entrance fee

The possibility of having to pay for the privilege of using Montaña de Oro State Park moved closer to reality, although it is far from a done deal. The Board of Supervisors, on a 5-0 vote, changed its agreement with the State Parks in a way that allows the department to move forward with plans to charge admission. Should everything move forward, people entering the park by car in a few years could end up paying $5 a day and $25 a year for a pass. Those who enter on bike or on foot would be exempt, as would be people who do 40 hours of volunteer work a year at the park.

It's pay it forward, poop-bag style. The City of Chico is running a pilot project to see if dog owners can take the lead on providing pet waste bags in city parks and other public spaces. The goal is to take the cost off the city while still facilitating encouragement for people to pick up after pets. "It's still definitely test mode," said Dan Efseaff, park and natural resources manager. "Talking with other folks who have done this before, once it catches on, it seems to do pretty well."

Pleasant Hill recreation district borrowing $300,000 to furnish new teen, senior, community centers

The Pleasant Hill Recreation and Park District will take out a loan to furnish the new senior, teen and community centers. On a 3-2 vote, the board agreed to borrow $300,000 through the California Special Districts Association. The recreation district will repay the loan over seven years at 4.25 percent interest with annual payments of $50,500. The district can retire the loan early without incurring penalties. Sandra Bonato and Cecile Shepard voted no.

President Barack Obama and his family watch "Parks and Recreation" together as a family. The president talked to TV Guide about his TV favorites — "Homeland," "The Wire" — and revealed that he and Michelle watch NBC's "Parks and Recreation" with daughters Malia and Sasha. "When our family gets together to watch TV, we usually watch shows like 'Modern Family' and 'Parks and Recreation' because they give us a good laugh," Obama said.

Responsibilities of contracted instructors during an emergency/disaster

Anna Bielecki, City of Gilroy, asks, "I am looking for any language in contracted instructor contracts/handbooks pertaining to responsibilities of contractors regarding students/participants during a disaster (earthquake, fire or flood in a building, etc.). As city employees, we are mandatory disaster service workers, but we are looking for anything in writing pertaining to contracted instructors obligations to participants in an emergency/disaster.

Olivia Lemen, City of Calistoga, asks, "We are looking to establish a new scholarship program for our entire department. I am curious about other scholarship programs out there:
- What is your criteria?
- What is your approval process?
- Do you have a guiding policy on how funds are spend?

FY2013 Brownfields Area-Wide Planning Grant Guidelines - Request for Proposals, U.S. EPA (deadline Nov. 30, 2012)
- Communities may use these grants to facilitate community involvement in developing an area-wide plan for brownfields assessment, cleanup, and subsequent reuse on a catalyst site and other high-priority brownfield sites.
- Grants as much as $200,000 will be awarded for a two-year project period.
- Guidelines and submissions may be accessed at http://www.epa.gov/brownfields/applicat.htm.
