Why the utility transformation will require vision, planning, and new revenue models
Everything old is new again. Or so goes the song — and the utility industry, according to Dean Oskvig, the President and CEO of Black & Veatch's energy practice. "In a way, what we're evolving to is where we started out, 100 or 110 years ago," Oskvig said. "The U.S. electric system then was a collection of individual generators, and they weren't connected very well. It was chaos."

But it did illuminate a key aspect of their legal strategy: retaining the same three Republican-appointed judges who considered an earlier, premature challenge to the regulations before they were finalized.
Report: Minnesota already on pace to exceed Clean Power Plan goals

A report released recently by the Union of Concerned Scientists shows Minnesota is already on pace to exceed carbon-reduction goals by 2022 and 2030 as part of the requirements in the U.S. Environmental Protection Agency’s final Clean Power Plan rules. Most Midwest states — including Michigan, Wisconsin, Ohio, Illinois and Missouri — are on track to meet at least half of the emission-reduction benchmarks by 2022, the start date for initial compliance, according to the report.

Annual Gas and Power Institute Co-Sponsored Program

Non-EBA Event: 2015 Midwest Energy Policy Conference
Join the EBA and Missouri Energy Initiative in St. Louis October 6th and 7th for the Midwest Energy Policy Conference. Energy researchers and policy experts will discuss relevant current issues specific to the Midwest, including the Clean Power Plan, Regional Transmission Organizations (RTOs) Seams, energy storage, and biomass. The event will be held on the campus of Washington University. EBA members receive a 20% discount on registration.
EBA Energizer — Fundamental Insights on FPA Section 205/206 Filings
The Electricity Regulation Committee of the Energy Bar Association presents this one-hour luncheon on the basics of developing and administering filings under Sections 205 and 206 of the Federal Power Act. Lunch will be held from 12:30 to 1:30 on Wednesday, October 28th at the offices of Greenberg Traurig on L Street in Washington, DC. Panelists will discuss the roles of law practitioners in developing and administering filings and present practical considerations and tips.
