The so-called "prompt pay bill," goes into effect in November and significantly changes the payment responsibilities of all parties involved in most large-scale commercial and residential construction projects. The law severely restricts the ability of owners and general contractors to use the pay-if-paid clause to withhold payment from subcontractors and suppliers. More
