The U.S. Postal Service (USPS) on October 9 filed notice for new postal rates for market-dominant products, which includes Marketing Mail and Periodicals. If approved by the Postal Regulatory Commission (PRC) in the coming weeks, the new rates will take effect on January 26, 2020. The Postal Service is required by law to maintain rates within the Consumer Price Index. For this reason, postal rates increased by 1.9 percent overall; however, there are variations within rate categories.

The News Media Alliance has established a new industry award, the John P. Murray Award for Excellence in Audience Development, in honor of their long-time colleague. Murray, who passed away in 2018, was known across the industry for helping Alliance news media organization members improve audience development and engagement, and for convening members to share best practices. The John P. Murray Award will recognize three newsrooms annually that have demonstrated throughout the year, on a broad scale, exceptional innovation and sophistication in understanding content strategy as part of audience development. Nominations will be accepted from Alliance newspaper members through Friday, November 15, 2019.

The Department of Labor (DOL) published its final rule on September 27, 2019, increasing the threshold used to determine the exempt status of white-collar employees under the minimum wage and overtime rules of the Fair Labor Standards Act. While the new threshold in the final rule will certainly be difficult for many small market newspapers, the increase — the first in 15 years — is much more reasonable than the agency's final overtime rule in 2016. The new rule goes into effect on January 1, 2020.

Facebook has agreed to settle a lawsuit brought against it after it overstated average viewing time for videos on the platform. The lawsuit was based on the method used by Facebook to determine viewing time for videos shared on the platform. The suit alleged that because Facebook discarded data for any views lasting three seconds or less, they were able to inflate the average watch times — by as much as 900 percent, according to the plaintiffs.

The News Media Alliance strongly condemns Google's announcement that, under the newly adopted European Union Copyright Directive, it will stop displaying previews of news articles in France unless a publisher waives its right to compensation. We stand strong with our global partners — including French Culture Minister Franck Riester — in asserting that this position is contrary to both the law and the interests of news consumers. Article 15 of the EU Copyright Directive, also known as the "Publishers’ Right," empowers news publishers to protect their content online — including "snippets" and summaries — by asking for compensation from online platforms for use of their content.
