The News Media Alliance commends the House of Representatives for passing H.R. 2426, the “Copyright Alternative in Small-Claims Enforcement Act of 2019” (CASE Act), by an overwhelming vote of 410-6. The CASE Act would create a small claims court within the U.S. Copyright Office that would help small publishers and other creators by providing an alternative, low-cost venue for protecting their intellectual property. Alliance President and CEO David Chavern said, “Small publishers and creators make invaluable contributions to society, and we applaud the House of Representatives for recognizing the need to make protecting their works easier and more efficient.”

We strongly support Australia’s Right to Know media freedom campaign, launched on October 20, which calls for ending the criminalization of journalists working to report the truth and to hold accountable the Australian government and those in positions of power. Australian laws that permit attacks on journalists who are simply doing their jobs and reporting on government activities that the public has the right to know, should be overturned.

The U.S. Postal Service (USPS) on October 9 filed notice for new postal rates for market-dominant products, which includes Marketing Mail and Periodicals. If approved by the Postal Regulatory Commission (PRC) in the coming weeks, the new rates will take effect on January 26, 2020. The Postal Service is required by law to maintain rates within the Consumer Price Index. For this reason, postal rates increased by 1.9 percent overall; however, there are variations within rate categories.

The Department of Labor (DOL) published its final rule on September 27, 2019, increasing the threshold used to determine the exempt status of white-collar employees under the minimum wage and overtime rules of the Fair Labor Standards Act. While the new threshold in the final rule will certainly be difficult for many small market newspapers, the increase — the first in 15 years — is much more reasonable than the agency’s final overtime rule in 2016. The new rule goes into effect on January 1, 2020.
