Proponents of a new rail tunnel beneath the Hudson River are hopeful a slimmed-down budget estimate will make the project more appealing to the Trump Administration, and end a three-year-old federal funding support stalemate.
An updated financial plan submitted to the Federal Transit Administration on Aug. 23 by the Port Authority of New York and New Jersey, lead sponsor for the Gateway Tunnel Project, reveals $1.4 billion worth of design and construction savings. The new version trims the new tunnel's estimated overall cost by nearly 13%, to $9.5 billion. The estimate for rehabilitating the existing 108-year old tube increases to $1.8 billion, an increase of $200 million that officials attribute to normal price escalation that will result from starting that project after completion of the new tunnel.

Construction of a proposed new rail tunnel system beneath the Hudson River could cost approximately $1.4 billion less than previously anticipated, according to the Gateway Program Development Corp. (GDC). The savings is due in part to the results of a "risk identification, contract packaging and delivery method analysis," which unveiled efficiencies that could be gained from "bundling expected contract scopes of work into larger contract packages and utilizing design-build procurement to encourage innovative solutions."

Elected officials often raise infrastructure as a rare area in which legislative progress may be possible in the current political environment. Democratic leaders in the U.S. House of Representatives and U.S. Senate have voiced their support for putting Americans to work by modernizing the nation's crumbling infrastructure. President Donald Trump campaigned on a promise of passing a $1 trillion infrastructure package, but he has governed quite differently. Trump has repeatedly called for deep cuts to federal infrastructure programs — including a cut of $159 billion over 10 years for highways and transit—and encouraged state and local governments to privatize public assets.

While it's probably safe to say that most construction managers have either been involved with a project that used lean construction or at least have heard of lean principles, championed by the Lean Construction Institute, the same can't be said for target-value design and target-value delivery, even though both have been around for several years and fall under the lean umbrella.
