The New Jersey Department of Environmental Protection has recently posted a new chapter to the NJ Stormwater BMP Manual. This chapter is 9.8 – Blue Roofs. The BMP Manual can be reached through NJDEP's Stormwater Index or directly here.
As with the revised and new chapters posted over the last few years, this new chapter incorporates the new format engineered to clarify design requirements, explain functionality and illustrate the movement of stormwater through a particular BMP, along with new graphics, enhanced tables, simplified charts and improved examples. All artwork was prepared by staff to reflect the current requirements and enhance the text with multiple views of key components.

The public was to get its first detailed look at the Port Authority of New York and New Jersey's $1.7 billion plan to extend PATH train service to Newark Liberty International Airport, a project that has engendered debate inside the agency over whether it should be shelved in favor of other initiatives. The public comment session scheduled Tuesday night was to be the first of two in New Jersey's largest city, signaling the beginning of a mandatory environmental permitting process expected to take about 18 months. After that, construction is expected to take several more years.

Whether or not the feds will ever pony up the money needed to boost commuter-rail capacity between New Jersey and New York, the Port Authority is moving ahead with its own plans to expand connections between the states. The agency is planning to extend PATH service from downtown New York to Newark Liberty Airport. The Port Authority is hosting two community meetings in Newark next week as part of a formal planning process for the agency’s proposal to extend PATH train service beyond its current terminus at Newark Penn Station, which would give New Yorkers and tourists a one-seat ride to the airport.

The federal Occupational Safety and Health Administration is extending again — this time, by two weeks — the compliance date for its rule requiring companies to file annual electronic reports of workplace injuries and illnesses. OSHA also says it is reviewing the underlying 2016 Improve Tracking of Workplace Injuries and Illnesses regulation and will propose a new rule next year "to reconsider, revise or remove" some provisions. The latest injury-reporting deadline, which OSHA announced on Nov. 22, is Dec. 15. Earlier this year, the agency had pushed back the date to Dec. 1 from July 1.

Three fatal crashes involving vehicles transporting migrant farmworkers have revealed the government is ineffective in enforcing agricultural transportation safety laws, federal investigators said Tuesday. The National Transportation Safety Board issued findings and recommendations after a probe into a 2016 crash near St. Marks, Florida, that left four dead, and dozens more injured after a bus carrying migrant workers ran a stop sign and was struck by a tractor-trailer.
