Increased (AIM) VOC Regulation Activities Around the States and in California Air Districts
From July 23: Several Northeastern states in the Ozone Transport Commission (OTC) and local California Air Districts have recently proposed amendments, or will likely propose amendments next year, to their regulations governing volatile organic compound (VOC) limits in architectural and industrial maintenance (AIM) coatings.

House Passes Waters of U.S. Regulatory Overreach Bill
From Sept. 17: On Sept. 9, the U.S. House of Representatives passed H.R. 5078, the Waters of the United States Regulatory Overreach Protection Act, by a vote of 262–152.
SCAQMD to Begin Major Amendment to Coatings VOC Rules
From April 2: California's South Coast Air Quality Management District (SCAQMD) is authorized to regulate air pollution from stationary sources in the South Coast Air Basin, which includes all of Orange County; and the non-desert regions of Los Angeles and Los Angeles County, San Bernardino County, and Riverside County.
TSCA Reform Update: Sen. Barbara Boxer Releases Draft
From Oct. 1: Her draft is a “counterproposal” in response to the draft bill that Senate Environment and Public Works Committee Ranking Member David Vitter (R-LA) and Sen. Tom Udall (D-NM) have been negotiating for over a year in a bipartisan manner.
PaintCare Bill Passes Colorado Senate
From March 5: Colorado's Senate on Feb. 28 voted 18-15 to pass PaintCare® legislation. The Colorado House of Representatives will now take up the legislation.

Vermont Legislature Passes Bill to Regulate Chemicals in Children's Products
From May 28: After a heated battle in the Statehouse, on May 9, the Vermont State Legislature narrowly passed S. 239, a bill to regulate chemicals found in children's consumer products. The bill was passed with a vote by the Senate of 26–3 and is expected to be signed into law by Gov. Peter Shumlin.

PHMSA Proposes "Reverse Logistics" Rulemaking
From Aug. 20: The U.S. Department of Transportation’s (DOT) Pipeline and Hazardous Materials Administration (PHMSA) published a Notice of Proposed Rulemaking for Reverse Logistics — the safe return of goods from the consumer/marketplace to the vendor, manufacturer, or supplier for reuse, recycling, or disposal.
