BPA Removed from Prop 65 List by Judicial Injunction
From May 1: The delisting action follows just over a week after the agency listed BPA as known to the state to cause reproductive toxicity (developmental endpoint) under the Safe Drinking Water and Toxic Enforcement Act of 1986.
Minnesota Governor Signs PaintCare® Bill
From May 29: Minnesota is now the fifth state after Oregon, California, Connecticut, and Rhode Island to embrace the PaintCare® program — the ACA- and industry-conceived platform for the proper and effective management of postconsumer paint.

U.S. District Court Sides with SEC in Conflict Mineral Case, Appeal Expected
From Aug. 7: On July 23, the U.S. District Court for the District of Columbia rejected all of the plaintiffs' objections to the U.S. Securities and Exchange Commission's (SEC) conflict minerals rule in National Association of Manufacturers v. SEC, and granted summary judgment to the SEC.

PHMSA Grants ACA Appeal, Extends Use of 'Consumer Commodity ORM-D' Through 2020
From Jan. 23: PHMSA indicated in this final rule, effective Jan. 1, 2013, that the extension was granted due to concerns raised by ACA, its member company PPG, and the Dangerous Goods Advisory Council.
California to Add Styrene, BPA to Prop 65 List
From Feb. 20: Separately, on Feb. 8, the California's Office of Environmental Health Hazard Assessment added C.I. Disperse Yellow 3 and 2,6-dimethyl-N-nitrosomorpholine to the list of chemicals known to cause cancer under Proposition 65.
ECHA Adds 54 Substances of 'Very High Concern' Under REACH
From Jan. 9: The European Chemicals Agency further stated that while 23 of the 54 new chemicals were reviewed by a committee of experts the remaining 31 were added to the SVCH without review by a committee of experts.

New Copper Coatings Bill Introduced in California Legislature
From March 6: The bill's language proposes that no later than Feb. 1, 2014, California's Department of Pesticide Regulation shall evaluate whether to register copper-based antifouling paint, and make recommendations for appropriate mitigation measures that may be implemented to address the protections of aquatic environments from the effects of exposure to that paint if it is registered as a pesticide.

Oral Arguments Scheduled for Jan. 7 in Conflict Minerals Case
From Nov. 27: Oral arguments in a legal challenge of the U.S. Securities and Exchange Commission's (SEC) conflict minerals disclosure rule, National Assoc. of Manufacturers v. SEC, are scheduled for Jan. 7, 2014 in the U.S. Court of Appeals for the District of Columbia Circuit.
