The system had about 64.5 percent of assets needed to cover promises to current and future retirees as of July 1, 2012, compared with 67.5 percent a year earlier, when the gap stood at $41.7 billion, according to data posted on the state Treasury Department's website. That decision will allow the city to pay $1.35 million to Kurt Weekly and $975,000 to Mary Mills in a week or two — sooner than it could if officials waited for the City-County Council to consider a pending proposal authorizing the city to borrow to cover those settlements. Despite some concerns about the city's liability in case of an injury or a death at one of the quieted crossings, the council voted 3-0 to execute a "notice of establishment" of quiet zones at crossings on Del Obispo Street, La Zanja Street, Verdugo Street, Oso Road and Avenida Aeropuerto.
