Lower Colorado River Authority approves water management plan

The Lower Colorado River Authority passed its water management plan. The new plan, detailing stricter guidelines for releasing water to rice farmers and nearly doubling water reserves for cities and power plants, will now be sent to the Texas Commission on Environmental Quality for a technical review that will be completed within a year. The 10-5 vote was roughly divided between dissenting board members representing downstream rice farming counties and approving board members representing Travis County, Hill Country counties and electric service area representatives. More

Construction hiring is picking up as Americans invest in renovating their homes amid signs that the worst of the housing market declines may be over. The number of people working in residential remodeling grew 5.8 percent in December to 250,700 from a year earlier, based on preliminary data released Feb. 3 by the Bureau of Labor Statistics. This was the highest growth for these jobs — which account for about 5 percent of construction employment — since December 2006, before the housing bubble burst. More

Housing takes another step out of the cellar

Existing home sales increased 4.3 percent to an annual rate of 4.57 million in January. But the gain came only because the National Association of Realtors sharply lowered December sales to 4.38 million. If December sales had stayed at their original 4.61 million, January sales would have been down slightly. Even so, the home sales report joins other data that point to a stabilization in housing. The most positive sign was the reduction in excess supply of homes for sale. More

Perry said in an interview with the American-Statesman that he would make a decision about re-election next year. The Texas economy is coming back, but the state budget is still in trouble, top budget experts told lawmakers. John O'Brien, director of the Legislative Budget Board, said the Legislature did not appropriate enough money to cover state expenses for Medicaid and other programs when it passed the 2012-2013 budget last year. Drought threatens closure of Texas fish hatchery

One of Texas' five fish hatcheries will likely suspend operations because of low water levels in lakes that feed it, state officials said. Todd Engeling, the hatcheries program director for Texas Parks and Wildlife Department, said a closure would mean fewer fish available to sportsmen this year. A decision on whether to temporarily close Dundee Fish Hatchery west of Wichita Falls will come in the next two weeks. More
