In deadly flood, Abbott faces 1st big leadership test
The Texas Tribune
Gov. Greg Abbott's predecessor — a soon-to-be presidential candidate named Rick Perry — would call it the no-manual test. "Nobody gave me the manual," Perry tells audience after audience, ticking off the impromptu leadership tests that came with being the governor of Texas. They are catastrophes that get at the most basic responsibilities of a governor, and five months into his first term, Abbott is facing one of them head-on: the deadly confluence of violent thunderstorms, flash flooding and whipping wind that has uprooted thousands of Texans' lives this month and left at least eight dead in the past few days.

More builders see 1st-time homebuyers returning
The Wall Street Journal
First-time homebuyers might be stepping off the sidelines. But that doesn't mean they're fully back in the game yet. Home builders speaking this week at J.P. Morgan Chase & Co.'s Homebuilding & Building Products Conference in New York reported that they've seen more activity from first-time and entry-level buyers of late. That's likely welcome news to some housing economists, builders and Realtors, given that the eventual return of first-time buyers after several years of dormancy is often cited as key to boosting home construction volumes and, subsequently, the economic recovery.

Loans for builders not quite keeping pace
The Wall Street Journal
U.S. construction lending continued to recover on a glacial pace in the first quarter, amid signs that home building has gained momentum this spring. Data released by the Federal Deposit Insurance Co. shows that the outstanding balance of construction loans issued by FDIC-backed institutions stood at $246.1 billion in the first quarter, a nearly 3.2 percent increase from the previous quarter. The total value of outstanding construction loans — for both residential and commercial projects — has increased for eight consecutive quarters. The amount is now 22.1 percent above the post-crash low hit in early 2013.

25 cities to move to if you want good pay and good housing
The Washington Post
Don't move to New York if you're looking for work. The city isn't on a new list of good places to find jobs compiled by the employment Web site Glassdoor. Glassdoor analysts tried to weigh all of the concerns that you might have on your mind if you're moving to a new city to look for a job. One question is whether you'll be able to afford to live wherever you're moving. That rules out a place like New York, with its proverbially high cost of living.
