Some Houston residents are now coming to terms with the fact that in big enough rainstorms, their neighborhoods are actually designed to flood. And nobody told them about it. When the U.S. Army Corps of Engineers built the two reservoirs known as Addicks and Barker on what was then mostly empty prairie, their chief goal was to protect the center of the city, 20 miles downstream. That system worked well when the reservoirs were surrounded by prairie and rice fields. But in recent decades, development has encroached from all sides. Today, about 14,000 homes are located inside them.

A federal appeals court Oct. 10 declined to have all 14 judges participate in the appeal over the Texas voter ID law — a decision that will keep the issue unresolved heading into the 2018 elections, one judge said.
Civil rights groups and minority voters who challenged the voter ID law as discriminatory had asked for the entire court to hear the appeal as a way to speed the case toward resolution.
The 10-4 ruling by the 5th U.S. Circuit Court of Appeals, however, means the appeal will be heard by the customary three-judge panel.

Some Texas Republicans are warning lawmakers to slow down on approving more disaster relief funds.
The House plans to vote on an additional $36.5 billion for recovery efforts across the country. That amount is expected to include some funds for Texas — where Hurricane Harvey recovery is still in the early stages — as well as hurricane relief efforts in Florida, Puerto Rico and elsewhere. The bill also includes funds for wildfire relief out west.

For the second time in as many weeks, Harris County Commissioners Court on Oct. 10 approved the buyouts of dozens of flood-prone properties, the latest in officials' race to make purchases in the wake of Hurricane Harvey.
The court also accepted $10 million from the city of Houston to buy out low- and -middle-income homes and took steps to prepare for the buyout of an oft-flooded single-room-occupancy property on the city's north side.

New rules passed last week by the Consumer Financial Protection Bureau put stiff restrictions on payday and auto-title loans, like those Martinez used. The rules — which are scheduled to be fully implemented in the summer of 2019 — would prohibit lending without verifying a client's ability to repay the loan.
In Texas, a state where payday lending is largely unregulated, advocates for increased oversight view the new rules as a crucial step in protecting vulnerable borrowers. But others say the new rules limit underbanked Texans' access to short-term credit.
