The U.S. Army plans to release three new apps to help soldiers navigate non-commissioned officer professional military education.
The apps will allow soldiers to download tools they will need for different schools on their smartphones and tablets, Training and Doctrine Command's Command Sgt. Maj. David Davenport told an audience of command sergeants major at the Association of the United States Army's annual meeting on Oct. 3.

Saying it’s seeking more inclusion and a broader range of experience within its enlisted ranks, the Navy is moving ahead with the latest in a series of changes to its personnel system, the most visible of which will scrap the job-specific titles sailors have used to identify themselves for the last 241 years. Effective immediately, all enlisted personnel are being told to stop referring to themselves and one another by their ratings, the titles the Navy and Coast Guard have historically assigned to their non-commissioned officers and senior enlisted leaders based on their primary areas of expertise.

The Pentagon has issued a handbook on how commanders should deal with troops changing genders following the end of the ban on transgender service members.
"The handbook is designed to assist our transgender service members in their gender transition, help commanders with their duties and responsibilities, and help all service members understand new policies enabling the open service of transgender service members," the handbook says.

For the first time in almost 25 years, the U.S. Department of Veterans Affairs will pay for In Vitro Fertilization for wounded veterans. As NPR's Quil Lawrence explains, Congress has reversed a law passed in 1992 that "prohibited the Department of Veterans Affairs from paying for IVF for veterans and their families." Quil says that "inside the stopgap spending bill passed this week is a provision to allow fertility treatments including IVF through VA health care."

In the coming months, First Army will put more trainers in Army National Guard and Army Reserve units as part of a sweeping effort to increase readiness across the force, the command’s top officer said.
The partnerships will enable First Army observer/controller/trainers to better support the reserve component with the goal of reducing the amount of time units spend preparing to deploy once they’ve been mobilized, said Lt. Gen. Stephen Twitty, commanding general of First Army, during an interview at AUSA.

The Air Force has opportunities for air reserve component members to tap into the Voluntary Limited Period of Active Duty program in the Officer Training School at Air University, Maxwell Air Force Base, Alabama.
Air Force Reserve and Air National Guard officers in the grades of first lieutenant through major may now apply for the VLPAD program to fill available OTS flight commander positions. ARC members must meet eligibility requirements outlined in Air Force Instruction 36-2008, Voluntary Extended Active Duty (EAD) for Air Reserve Commissioned Officers.
