President Donald Trump is proposing another big increase in Veterans Affairs spending for fiscal 2020 — but also reintroducing a controversial cost-savings measure that veterans groups have long opposed.
The increased VA spending — up to $216 billion, an increase of $19 billion or 9.5 percent from fiscal 2019 — comes as a host of nondefense programs face steep cuts in the budget proposal.

A top Senate Democrat says the Pentagon is planning to tap $1 billion in leftover funds from military pay and pensions accounts to help President Donald Trump pay for his long-sought border wall.
Sen. Dick Durbin told The Associated Press: "It's coming out of military pay and pensions. $1 billion. That's the plan."

Sen. Patty Murray, D-Wash., says she is grateful to VA Secretary Robert Wilkie on behalf of thousands of caregivers of veterans who suffered severe physical or mental injuries while in service since the terrorist attacks of 9/11.
At Murray's request, Wilkie last December ordered suspension of further downgrades or stoppage of caregiver benefits to current recipients until VA can attest that its health care facilities nationwide are running and resourcing the caregiver program consistently and as Congress intended.

On April 18, 1971, nearly 1,000 Vietnam veterans and Gold Star parents descended on Washington, DC, for a six-day protest codenamed "Operation Dewey Canyon III." The first two Dewey Canyons were secret military offensives into Laos, but for the third, hundreds of people camped on the National Mall in what they called a "limited incursion into the country of Congress." Events included marching, singing, and guerrilla theater led by the cast of the Broadway musical "Hair." The following year, Congress passed 14 laws strengthening veteran benefits.

Three decades ago, Lori Ann Bourgeois was guarding fighter jets at an air base. After her discharge, she fell into drug addiction. She wound up living on the streets and was arrested for possession of methamphetamine.
But on a recent day, the former Air Force Security Police member walked into a Veterans Treatment Court after completing a 90-day residential drug treatment program. A judge handed Bourgeois a special coin marking the occasion, inscribed with the words "Change Attitude, Change Thinking, Change Behavior." The Trump administration in 2017 threatened to withhold law enforcement grants from 29 cities, counties or states. The Veterans Treatment Court and 40 other specialty courts risk losing all or part of their budgets.

A federal court ruling that an all-male draft is unconstitutional has veterans on Long Island reassessing the role of women in the military.
In his decision, U.S. District Court Judge Gray H. Miller cited the Pentagon's current policy of allowing women to serve in combat. If women can stand on the front lines, he wrote, they also can be drafted.
Miller, however, issued his ruling without halting the draft, formally called the Selective Service System.
