PHTA is the industry's most trusted voice in government. We work with legislators, regulators, and local officials to provide feedback on proposed measures while working to ensure our industry is not subject to any unfair regulations. Often, our team is able to stop potentially hazardous decisions before you are aware of their existence. To help us chart an industry course for success, we established the PHTA Defense Fund. This fund helps PHTA respond to legislative, regulatory, or legal initiatives that threaten the future of our industry…and your business. A small voluntary contribution from you to the PHTA Defense Fund can help us defeat big issues.

3D Presentations to Wow Your Clients
Go from novice user to a detailed professional presentation using Structure Studios' Pool Studio 3D design program. GENESIS® D204: 3D Modelling + Presentation Graphics will teach the tips and tricks that skilled users should know. Students will work through a series of instructional exercises and development of a pool project, and learn to operate advanced audio visual presentation techniques with additional software. The registration deadline for this course is March 15.

.COUNCIL CORNER
PHTA currently has eight industry councils dedicated to various segments within the industry: Commercial, Fiberglass Pool Manufacturers, Retail, Service, Manufacturers Agents, Builders, Manufacturers, and Chapter Leadership. These councils work throughout the year on dedicated projects supporting PHTA's strategic initiatives to Educate, Advocate, and Elevate the pool and hot tub industry. Below is an update on some of the great work the councils are engaged in.
This week we are highlighting the Chapter Leadership Council. Chaired by Bob Blanda (CBP, CSP, CPO, APSP Fellow), the CLC is a network of members who currently serve as a board member for their local or regional PHTA chapter. Each chapter may send one or two representatives to participate in the CLC, which meets quarterly. This council has been working with staff to develop needed resources for the success of our national chapters. These resources—the Chapter Tool Kit—contain information, templates, examples, and ideas that chapters can implement at the local level to support members. If you are a chapter leader and would like to participate in the Chapter Leadership Council, please contact Amy Cannon, Director of Councils and Chapters.

S.R. Smith Acquires Assets of Composite Aquatic Innovations DBA Stark Bulkheads
S.R.Smith, LLC, a global manufacturer of swimming pool deck equipment, solar heating solutions, LED lighting & controls, access equipment, and custom construction products, has announced the acquisition of Composite Aquatic Innovations (Stark Bulkheads) based in Arlington, Washington. S.R.Smith will operate Stark as a standalone product business within S.R.Smith's commercial construction products business.

.ADVOCACY
The PHTA Government Relations team continues to press on, monitoring state and local legislation as well as rulemaking nationwide. With 48 state legislatures meeting this week, the GR team is currently advocating in 18 states around the country, lobbying for legislation and rulemaking that benefits PHTA and its members. Priority issues surround the adoption of the International Swimming Pool & Spa Code (ISPSC), Portable Electric Spa Energy Efficiency via adoption of the APSP-14 Standard, Licensing/Certification/Training, Pool & Hot Tub Safety and Education, and Prop 65 in California, as well as other areas. The following are a few highlights:
- APSP-14, Portable Spa Legislation: The adoption of the APSP-14 Standard for portable electric spas for every state is absolutely critical for the hot tub industry. This standard promotes energy efficiency and creates one standard for manufacturers to follow nationwide. Last week, hearings were held for legislation that would adopt the APSP-14 Standard in Hawaii (HB 116) and New Jersey (A 5160). PHTA provided written and oral testimony supporting the inclusion of the APSP-14 Standard in both Hawaii and New Jersey. In Maryland (SB 418), advanced out of committee and to the full Senate.
- International Swimming Pool and Spa Code (ISPSC) Legislation: The adoption of the ISPSC nationwide is a top priority by PHTA. The adoption of the ISPSC nationwide creates a uniform standard, works in conjunction with other international codes currently adopted, and is the most comprehensive standard for swimming pools and spas. Last week, House Bill 109 (Maryland – ISPSC state-wide adoption) was taken up for a vote in the full House Environment and Transportation Committee. The Committee voted favorably as amended. HB 109 will now move to the full House of Delegates for a vote.
- Federal Action: The latest COVID-19 legislation was passed out of the House of Representatives with amendments and sent to the Senate. The Senate is expected to make further amendments and will send back to the House for final passage. The relief package is expected to cross the finish line before unemployment benefits expire on March 14.
