ANSI Approves PHTA's Revised Suction Entrapment Avoidance Standard
On November 19, 2020, the American National Standards Institute (ANSI) approved ANSI/PHTA/ICC-7 2020 American National Standard for Suction Entrapment Avoidance in Swimming Pools, Wading Pools, Spas, Hot Tubs and Catch Basins, a revision of ANSI/APSP/ICC-7 2013 American National Standard for Suction Entrapment Avoidance In Swimming Pools, Wading Pools, Spas, Hot Tubs and Catch Basins. The American National Standards Institute (ANSI) announced the approval in Standards Action on page 27. The PHTA-7 standard is referenced in the International Swimming Pool and Spa Code (ISPSC). User-Consumer Voting Members Required
The Pool & Hot Tub Alliance (PHTA) is seeking participants to serve on the American National Standards Institute (ANSI) voting consensus body, Standards Consensus Committee (SCC), in the User-Consumer interest category. The PHTA User-Consumer interest category is defined as any individual/entity that uses swimming pools, spas, swim spas and hot tubs or components. This includes but is not limited to homeowners, owners or operators of, or service professionals engaged with swimming pools, spas, swim spas, or hot tubs, or members of consumer and public safety advocate organizations. Anyone interested in becoming a User-Consumer SCC member may complete the SCC application form and submit it to standards@phta.org for consideration.

PHTA Seeks Glossary Committee Members
The Pool & Hot Tub Alliance (PHTA) is seeking up to 15 participants to serve as voting members on the PHTA Glossary Committee. The Glossary Committee is responsible for reviewing and approving all terms and definitions for the PHTA Master Glossary. The membership of the Glossary Committee reflect the various business and industry segments within the PHTA and is not tied to PHTA membership. Complete the Glossary Committee application form today! Shape Standards as a Standard Writing Committee (SWC) Member
Do you want to have a voice in what may become law? Participate on a SWC! The Pool & Hot Tub Alliance (PHTA) is in the process of developing the PHTA-1 Standard for Public Pool and Spa Design, Construction and Installation, PHTA-2 Standard for Public Pool and Spa Operations and Maintenance, PHTA-4 Standard for Aboveground/Onground Residential Swimming Pools and PHTA-5 Standard for Residential Inground Swimming Pools. Visit the PHTA website and complete the appropriate application form. Submit your SWC form to standards@phta.org.

.ADVOCACY
COVID-19 Updates
Florida: Executive Order 20-244 provides that no COVID-19 emergency ordinance may prevent an individual from working or from operating a business.
Pennsylvania: This order sets operation requirements for businesses.
Connecticut: Governor Ned Lamont (D) has issued further executive orders in relation to the COVID-19 pandemic. This order would give additional enforcement authority regarding violations of size and capacity limits.
Louisiana: This proclamation amends the original Phase 2 order of Resilient Louisiana by placing tighter restrictions on bars and restaurants, as well as other non-essential businesses.
Mississippi: The Safe Recovery Order describes the health and safety guidelines for all Mississippi residents and businesses due to the COVID-19 pandemic.
South Carolina: This measure extends the State of Emergency in South Carolina for another 15 days.
Wisconsin: Governor Evers has re-issued an executive order declaring a public health emergency and a state of emergency.
Wisconsin: Governor Evers issued a second mask mandate in response to hospitals reaching capacity due to COVID-19.
Washington, D.C.: D.C. Mayor Muriel Bowser (D) issued an executive order to put in place "interventions" that are part of an effort to “blunt the curve” as the D.C. region heads into the winter months.
New Jersey: This measure extends the public health emergency in New Jersey for 30 days.

Regulatory Updates
Colorado: The Water Quality Control Division adopted amendments to swimming pools and mineral baths regulations. The amendments update and add reference to health codes whereas the previous version did not make these specific references within the rule.
Idaho: The Division of Building Safety adopted temporary amendments and adopted permanent amendments to the electric board rules, including some that reference requirements for pools and spas.
Texas: The Texas Health and Human Services Commission proposed amendments to rules concerning minimum standards for listed family homes such as cleaning, repairing, and maintaining pool, hot tub, and equipment.

Local Updates
Sun Valley, ID: On December 3, 2020, the City Council will consider the first reading of the ordinance to adopt the 2018 International Editions of the Building, Residential, Existing Building, Conservation, Fire, Pool, and Property Maintenance Codes.
