City of Chicago Moves to 'Phase IV'

Effectively immediately, Chicago will move to "Phase Four" COVID-19 regulations. Several regulations will remain in place and some restrictions will be relaxed. Updated regulations pertinent to the multifamily industry include:
Residential Buildings
- Indoor gatherings within private residences cannot exceed 10 individuals
- Limit capacity in common areas and amenity spaces (e.g., conference rooms, tenant lounges) to 40% or no more than 50 individuals (with social distancing)
Commercial Buildings
- All employees who can work remotely are encouraged work remotely
- If remote work is not possible, limit capacity to 40% for all indoor spaces
- Limit gatherings of occupants to 40% or no more than 50 individuals (with social distancing)
Health and Fitness Centers
- No limits on operating hours (non-essential business curfew repealed)
- 40% capacity, with no more than 50 people in any one space (with social distancing)
- Group classes of 15 or fewer can resume under the 40% capacity restriction (or outdoor classes of no more than 50 individuals)
- Face coverings must be worn at all times

Cook County Board Enacts Suburban Residential Tenant, Landlord Ordinance Strengthening Renters' Rights: 'It's Time'
Chicago Tribune
Cook County Board commissioners unanimously approved a suburban residential tenant and landlord ordinance that was hailed by proponents as a victory for hundreds of thousands of renters without such protections but condemned by real estate groups.
The legislation cements regulations for landlords throughout the county with the exceptions of Chicago, Evanston and Mount Prospect, which already have such codes. Once it goes into effect in June, the entire county will have some form of an ordinance governing its leases.

Old Elgin Commerce Building to Be Redeveloped Into Apartments, Stores With Economic Help From City

More than $3 million in financial incentives have been tentatively approved for The Courtyard at 40, an $11.34 million residential and commercial development that city officials hope will be the next major catalyst in efforts to revitalize downtown Elgin.
Legend Partners plans to redevelop the five-story building at 40 DuPage Court, formerly the Elgin Commerce Building, into a complex that will have 40 studio, one- and two-bedroom apartments and about 5,000 square feet of commercial space, officials said.

$250M Old Town Project With 450 Apartments and Affordable Condos Gets City Approval

A massive residential development that will include affordable condos in the Halsted Triangle received City Council approval recently.
The $250 million Shops at Big Deahl project from Structured Development will include three residential buildings, a fitness center, and a public park at 1450 N. Dayton St. near the North and Clybourn corridor.
