Why some Chicago apartments don't need a security deposit

The practice of renters putting down a month's rent as security deposit is going the way of landline phones: not so long ago, everybody had one, but they're quickly becoming a relic.
It's not that anybody is opposed to security deposits; the issue is with the tight rules on landlords' management of the funds and their return at the end of the lease. That's governed by six strict rules, and it really is true that because of the way the system is set up, a landlord who's late sending a check for less than a dollar of interest can be on the hook for a few thousand dollars in fines.
Downers Grove considers new apartments near downtown

Developers are seeking to build a six-story apartment complex just east of Downers Grove's downtown district.
The village's Plan Commission voted recently to recommended the Village Council give its final approval to the 48-unit building at 715-719 Rogers St.
The building would have a mix of one- and two-bedroom apartments, each with its own covered balcony, according to the petition. The building would also have a roof garden.

When Tom Gilbertson starts fielding calls from builders fretting about falling hammers or two-by-fours, the construction market is getting healthier. You don't need to worry about shielding pedestrians from items dropped from above when there's nothing to build.
Gilbertson's Gilco Scaffolding Co. is getting calls these days. Revenue at the Des Plaines-based company grew about 15 percent last year, in part because of deals to install canopies over the sidewalks along 111 W. Wacker Drive, where Related Cos. is completing a 60-story luxury rental tower.
