Rent Control Bills Introduced Again in Illinois General Assembly

Soon after members of the 103rd Illinois General Assembly were sworn in last month, legislation to enact rent control was introduced once again. As in previous legislative sessions, Rep. Will Guzzardi (D-39) introduced HB 1118, a bill to overturn the state's pre-emption on rent control. Rep. Mary Flowers (D-31) introduced HB 1047, which would prohibit rent increases for senior mobile home park residents when the property changes ownership. We anticipate additional rent regulation bills will be introduced before the House bill filing deadline at the end of this week. CAA will continue to lead the charge against rent control in Illinois by executing our SHAPE Illinois advocacy campaign and offering alternative solutions to the detrimental effects of rent control.
In addition to rent control CAA is reviewing and analyzing numerous bills affecting multifamily property ownership and management. HB 1288 is the Cook County Assessor's bill that would require apartment owners to submit income and expense data as part of the property tax assessment process. HB 1444 would require the court to appoint an attorney for indigent tenants in an eviction action, and HB 1628 would prohibit landlords from requiring electronic rent payment. SB 40 would mandate installation of electric vehicle charging stations, and HB 1569 would require sealing of eviction court records.
On a positive note, SB 1348 would exempt affordable housing development from zoning, planning and construction standards under certain conditions, and SB 1476 amends the Affordable Housing Planning and Appeals Act by easing local government constraints on creating and preserving affordable housing. SB 2413 would further the development of Accessory Dwelling Units, and HB 2044 creates the Build Illinois Tax Credit to expand use of low-income housing tax credits to develop affordable housing.

To ensure successful execution of our mission, to be a credible and reliable source of information and training to all, CAA is proud to announce the implementation of a Diversity Equity & Inclusion (DEI) Task Force in 2023.
As a first step, we've sent our members a survey to gauge demographics and what resources are of interest. We are also actively seeking volunteers to join the newly forming task force. If you'd like further details, please submit an interest form here.
With DEI initiatives at the heart of our efforts, we aim to create and nurture an industry culture that consistently prioritizes equity in all that we do.

Glass Facade Apartment Building Plan Was Too Modern for Old Town Neighbors, So Developers Overhaul Design

A developer showed off new plans to replace a pair of two-flats near the Sedgwick Brown Line station after neighbors rejected a previous design, saying an apartment building with a glass facade was too modern for Old Town. Developer Danny Xin, who owns the two-flats at 1449 and 1453 N. Sedgwick Ave., is looking to redevelop the homes into a single, five-story apartment building. He is trying to get a zoning change that would make the project possible.

Chicago Rents Are Still High, for Now

Rent is still getting pricier in Chicago, but renters are faring better here than in much of the U.S. In the fourth quarter of 2022, the average asking rent in Chicago was $1,830, up 8.2% from a year earlier, per economic research firm Moody's Analytics.

Developers Scrap Plans for West Loop Hotel, Shift to a 41-Story Apartment Building

A West Loop site that was supposed to be a hotel could instead be used for a high-rise apartment building under a new developer's pitch. The Standard Hotel was supposed to bring 250 rooms, a fitness center, event space, and multiple restaurants and bars to 1234 W. Randolph St., all funded through real estate crowdfunding platform Prodigy.

Chicago Calls on the World's Best to Design Infill Housing on Its Thousands of Empty Lots

"The City of Chicago owns more than 10,000 vacant lots," says Marisa Novara, commissioner of the Chicago Department of Housing. The city's 2021 architecture biennial reimagined many of them with public works projects, some of which were temporary installations. Now, though, the Chicago Architecture Center is determined to take advantage of the remainder, for good.
