Illinois is now into its 3rd month of the 2016 Fiscal Year without a state budget. In the meantime, key pressure points for resolving the political standoff between Republican Governor Bruce Rauner and the Democratically-controlled legislature have been gradually removed because of several factors, as follows. Court rulings are permitting state workers' salaries to be paid; consent decrees have kept Medicaid payments flowing; legislation has been passed to allow billions of dollars in federal funds to pass through state agencies; ongoing statutory "continuing appropriations" allow debt service and pension payments; and the governor has signed appropriations for K-12 education funding.

Mayor Rahm Emanuel is set to call for the largest property tax increase in modern Chicago history to raise enough money to make a major pension payment for police and firefighters next year, the mayor's City Council floor leader and a City Hall source told the Chicago Tribune.
The mayor also plans to push a new garbage collection tax, a new per-ride fee on taxis and ride-hailing services such as Uber and a new tax on electronic cigarettes and smokeless tobacco products.

Since 2001, rental prices have been steadily increasing every year and rents have jumped faster than home values in "20 of the 35 largest markets." To see if Chicago's 2015 rental prices are being impacted comparatively to this national trend, RadPad analyzed the cost of a 1 bedroom rental within 0.5 miles of the L in October, 2014 and compared it with the same areas for August 2015.
