Mayor Rahm Emanuel will call for property tax increases totaling $588 million over the next four years, part of an unprecedented series of tax and fee hikes he wants to shore up police and fire pension funds and balance the budget. Five months after voters gave him a second chance, Emanuel will deliver the biggest budget speech of his tenure. He'll try to sell Chicagoans — and at least 26 aldermen — on the notion that digging deep into their wallets is the right move to reset the city's financial course.

New CHA Acting Chief Eugene Jones speaks to CAA board

Eugene Jones, Jr., Acting CEO of the Chicago Housing Authority, met with the CAA Board last week and described his goals and objectives for the agency. Mr. Jones has experience leading other public housing authorities around the country. He is working to develop a strategic plan for the CHA, improving workforce morale and performance, and building 2,000 more CHA units by 2017. Mr. Jones wants to transform the attitude about public housing among its residents from "entitlement" to "transitional housing," which was the original intent of the program. He agreed to CAA's suggestion about developing ongoing dialogue with CHA staff via roundtable discussions about how the housing choice voucher program can be improved to get more private sector participation. Mr. Jones is interested in partnering with the business community to build support for public and assisted housing, and will be conducting CHA "open houses" for developers and the general public. CAA is committed to working with Mr. Jones to improve the programs and initiatives of the CHA.

The "summer of Trump" has come to a close, so now we will see whether or not "the Donald" can continue his dominance of the GOP presidential field into the fall. He continues to poll well with a commanding lead over everyone else, but there are more debates coming and he has shown some difficulty in responding to questions of policy, especially on foreign affairs issues.

Chicago began demolishing its crime-ridden, dilapidated public housing high-rises in the mid-1990s. By 2000, Chicago had launched the Plan for Transformation under Mayor Richard M. Daley's leadership. The most ambitious plan of its kind in the country, it promised to replace the 38,000 units of public housing it owned with 25,000 units of new or rehabbed mixed-income units in 10 years.

There's no shortage of two bedroom apartments throughout many parts of the city, and it shouldn't be too surprising that the median rental prices for Chicago two bedroom apartments has remained relatively stable throughout the last year. Earlier this week, apartment search site Domu offered a portrait of the rental landscape for one bedroom apartments, and today they have published data that explores the world of two bedroom rentals.

Have you heard? Chicago is the seventh most expensive city in the world. To begin with, the report includes 71 cities, about half of which are in the developing world. About 24 are in Western Europe, depending on how you define that. There are four in the United States: New York, Los Angeles, Miami and Chicago. So no San Francisco; no Seattle; no Boston. There doesn't appear to be any rhyme or reason to their selections — which is fine, it's a survey, but it does significantly impact what "seventh in the world" means.
