Chicago Eases Certain Business Restrictions

Yesterday, Mayor Lori Lightfoot, the Chicago Department of Public Health (CDPH) and the Department of Business Affairs and Consumer Protection (BACP), announced the easing of certain restrictions on businesses. Effective Thursday, Oct. 1, the maximum group size for health and fitness classes will increase from 10 to 15 people. However, limits on apartment guests remain at six guests per unit within City of Chicago and Cook County properties. For more information, register for a free webinar this week.

SHAPE Illinois Update

The SHAPE Illinois Coalition remains focused on actively promoting affordable housing solutions, including state tax credits and rental assistance. Meanwhile, advocates are pushing their rent control and cancellation efforts. Looking ahead, state legislators plan to meet for the annual "Veto Session" (Nov. 17-19 & Dec. 1-3). We will be meeting with lawmakers this fall and winter to reiterate the negative and unintended consequences of a potential push for rent control. Participation in meetings by CAA members and SHAPE coalition partners who live or conduct business within the legislators' district boundaries will be an effective way to underscore the impact of their policy consideration. A Message From City of Chicago to Apartment Managers About the Census

The Decennial Census is one of the most important civic exercises in our nation. Among other things, it determines our representation in Congress and how important government funding is distributed. This includes funding for schools, transportation, health care and public safety. Getting an accurate count is critical. Over the next few days, the city of Chicago is doing an all-out "push" to increase Census numbers. Areas with large residential buildings — be they rental or condominium/co-ops — are showing an undercount. That is due in part to diligent doormen and security personnel prohibiting census enumerators from entering. The city asks that: 1) please share this link https://my2020census.gov/ with your residents and ask them to be sure to complete their census form; and 2) please allow enumerators to enter the building — perhaps the doormen can call the units that have not responded and alert them that census takers are on location. We appreciate your support in making sure that our city has the most accurate count!

Transition to New Chicago Construction Codes (October 15, 2020, 8:30 a.m. - 5:30 p.m.)
For those who still have questions on the transition to the Chicago's New Construction Code, effective Aug. 1, this is a full-day training program geared towards architects, engineers, and expediters. Deputy Commissioners Grant Ullrich and Hal Hutchinson will provide an overview of key aspects of the new Chicago Construction Codes for both new construction and building rehabilitation work. This program is offered in partnership with the International Code Council and is a repeat of a similar program offered on July 24, 2020. Registration includes a print copy of the 3-volume Chicago Plan Review Manual ($200 + shipping). Registration details here.
Get Ready for Electric Vehicles, Chicago (October 8, 2020, 1:00 p.m. - 2:30 p.m.)
A new requirement that certain new buildings in the City of Chicago be designed with parking spaces that are ready for installation of charging equipment for electric vehicles (EVs) takes effect Nov. 1, 2020. National Apartment Association Joins Lawsuit Challenging CDC National Eviction Moratorium

The National Apartment Association recently announced that it is taking legal action against the Centers for Disease Control and Prevention for its nationwide eviction moratorium, joining the New Civil Liberties Alliance in its lawsuit challenging the legality of the federal agency's order. The NAA reiterated its argument that federal agencies do not have powers to waive state laws and that the CDC has encroached on private property rights with no legal authority.

Perlmark Moves Forward on Building Affordable Senior Housing

Developers have closed on the financing and site work is underway on a 74-unit affordable senior housing development in Mount Prospect, Illinois.
Kenzie Senior Residences by Perlmark Housing Group will feature 60 one- and 14 two-bedroom apartments for individuals 55 and older. The 617- to 900-square-foot units have rents ranging from $400 to $1,083 per month.

Property Next to Lincoln Yards Goes Back on the Market

A Chicago nonprofit is trying a second time to cash out on its North Side property, hoping to find a buyer that wants to ride the coattails of the planned Lincoln Yards megaproject along the North Branch of the Chicago River.
In an offering that will test investor appetite for North Side redevelopment projects amid the COVID-19 pandemic, Anixter Center is shopping its 140,000-square-foot former Lincoln Park headquarters building at 2032 N. Clybourn Ave., the organization announced.

Clayton Apartments Sell for Over $70M in One of the Biggest Deals of the Year

A 229-unit multifamily development in Clayton has sold to an out-of-town buyer in one of the region's largest apartment transactions in 2020.
The Barton apartments, at 8500 Maryland Ave., traded for more than $70 million, real estate sources told the Business Journal.
CBRE Vice Chairman Matt Bukhshtaber represented the seller, Chicago-based Covington Realty Partners. Bukhshtaber could not be reached for comment, though a CBRE spokesperson declined to comment on the deal.
