California voters soundly defeated Proposition 10 by a 20-point margin. The measure would have repealed the Costa-Hawkins Rental Housing Act, and, in doing so, allowed municipalities to create extreme forms of rent control. The ballot measure was one of the most expensive in California history, exceeding over $100 million in total spending. Despite the ballot measure victory, polls show Californians blame developers, landlords, or rent control as the top reason for the affordable housing crisis.
In Illinois, last week's election solidified Democrats control of state government with the election of JB Pritzker as Governor and increased majorities in the House and Senate, both of which now have a veto proof super-majority. In addition, three non-binding referenda supporting rent control passed overwhelmingly in three wards — the 35th, 46th and 49th.
CAA is committed to protecting our members by conducting an aggressive advocacy campaign to defeat efforts to enact rent control here in Illinois and offer credible policy solutions to develop and maintain affordable housing. Effective, professional managed advocacy campaigns are expensive, but the stakes are too high not to engage in an all-out effort. As such, the CAA Board of Directors approved a plan that includes grassroots lobbying, digital advertising, polling, social media, and earned and paid media to successfully get our message across to members, lawmakers and the public. We've asked our members to support this effort and will be scheduling briefing sessions and officially kicking off our campaign soon.

Last week the Illinois Department of Financial and Professional Regulation (IDFPR) Division of Real Estate (DRE) issued an Enforcement flow Chart that illustrates the disciplinary process for the real estate licensees. All licensees should have received an email that includes the chart that describes step-by-step how the process works, who is involved, and instructs licensees on how to check on the status of a complaint. By law, the DRE can and does send all notices by email. The DRE asks that all licensees confirm that email addresses ending with @illinois.gov are added to a safe sender list or whitelist to avoid critical emails being sent to a junk folder or spam folder.

In accordance with the CAA bylaws, a Nominating Committee will soon be convened for the purpose of making recommendations for board of director, executive committee, and officer positions for 2019. A slate of candidates for the 2019 Board of Directors will be presented to the Executive Committee, and the new board will be installed in January 2019.
The CAA Board of Directors is comprised of up to 29 members and contains a mix of apartment owners/managers and associate (supplier partner) members. The Board is responsible for establishing CAA policies and working with staff to ensure the association is serving the interests of our members. Voters in three Chicago wards recently voted in favor of lifting the statewide ban on rent control, which would be a first step toward discussing whether to create plan to limit increases. In wards that encompass parts of Logan Square (35th), Uptown (46th) and Rogers Park (49th), a nonbinding referendum asked voters whether they want the state's ban on rent control to be lifted.
