Climate resilience will need a federal, enforceable framework

Climate resilience needs to be built into policy decisions more than ever. The last 18 months in British Columbia leave no doubt, with the heat dome, wildfires and atmospheric river events, as well as more than $9 billion in loss and damages. Communities need the ability to prepare, absorb, adapt and recover from a disastrous event if they are to become climate resilient. As well, the voices of the most vulnerable must be incorporated into all climate-resilience decisions because we know that climate impacts do not occur equally.

NOAA pilot project builds equitable response to extreme heat in four cities

The National Oceanic and Atmospheric Administration and partners in Las Vegas, Phoenix, Miami, and Charleston are launching an 18-month project to help communities pinpoint local impacts of extreme heat. The pilot project, “Building Equitable Resilience to Extreme Heat,” will support state and local initiatives designed to reduce the negative health effects of extreme heat events, especially for disproportionately affected populations.

FEMA projects up to $5.3 billion in Hurricane Ian flood insurance claims payments

As of Nov. 10, the National Flood Insurance Program has received more than 44,000 flood claims from Hurricane Ian and has paid nearly $437 million to policyholders.
The Federal Emergency Management Agency’s initial estimate projects Hurricane Ian could potentially result in NFIP claims losses between $3.5 – $5.3 billion, including loss adjustment expenses. The losses include flood insurance claims received from five states, with the majority of claims coming from Florida.

While the Pakistani government was focusing on political unrest and trying to shore up the struggling economy, a climate catastrophe unfolded with frightening speed.
Widespread flooding in the southern parts of the country caused supply disruptions and pushed the year-on-year price of essential consumer items up by 44.58 percent according to the Bureau of Statistics. The scale of devastation is shocking and unprecedented; at one stage, over a third of the country was under water.

Repeated WV flooding prompts flood plain study

The U.S. Army Corps of Engineers’ Huntington District representatives met with Mullens, WV officials and residents to collect information concerning past flooding events in an effort to determine how best to reduce the damage from future flooding in the small town.

Peer reviewers sought for wildfire risk reduction toolkit

ARISE-US and Crowddoing are collaborating to create a free community wildfire risk reduction toolkit for U.S. and worldwide use that aims to combine in one place all the information needed for a community to understand, mitigate, adapt, respond to, and manage wildfire risk at the individual property, neighborhood and landscape scales. The initiative is a response to the fragmentation in the available information, and the uneven spread of valuable innovations that would reduce wildfire risk. The goal is to pull as much as possible into "one place" where communities can turn for advice and guidance. ARISE-US and Crowddoing are taking a holistic approach based on the UN DRR's "Ten Essentials" of disaster resilience, addressing factors such as the financial architecture of wildfire risk reduction, which approaches to use in which circumstances, the role of nature-based methods in tandem with traditional approaches, how to achieve effective community engagement, and effective post-event planning (in advance!) alongside the traditional aspects of risk understanding, infrastructure and property protection, alarm systems and emergency response. They now seek expert emergency managers who wish to volunteer as collaborators and peer reviewers for the material in the Toolkit as it is produced, beginning with a Wildfire Risk Reduction scorecard which seeks to baseline a community's current state of readiness. Reviewers contributions will be fully acknowledged. The European Union Agency for Cybersecurity has identified and ranked the 10 top cybersecurity threats to emerge by 2030, after engaging in an eight-month foresight exercise. ENISA Executive Director Juhan Lepassaar declared: “The mitigation of future risks cannot be postponed or avoided. This is why any insight into the future is our best insurance plan. As the saying goes: 'prevention is better than cure.' It is our responsibility to take all measures possible upfront to ensure we increase our resilience over the years for an improved cybersecurity landscape in 2030 and beyond.”

NASEMSO seeks input on a national project on collaboration between EMS, 911, emergency management, and public health

The National Association of State EMS Officials (NASEMSO) is coordinating a project to develop guidelines for building collaboration between the four disciplines of EMS, 911 and emergency communications, emergency management, and public health. IAEM is supporting and participating in this project as a member of the Technical Expert Panel. As part of the project, NASEMSO is collecting the best practices and ideas for collaboration from across each state and from the representatives of the four disciplines. The national scan for the project is formed around 13 separate domains that are common throughout all states and all four of the disciplines. You are invited to participate in the scan and provide links to materials or documents that you feel should be considered in developing the guidelines. Access the survey for the project to provide your input. Guidelines are under development right now, so we would appreciate your quick attention and response.

Bangladesh's first Emergency Response Control Centre set to open 2023*

An ICT-based smart Emergency Response Control Centre supported by the Korean Government through Korea International Cooperation Agency is expected to inaugurate its operation in Dhaka early next year.
The project, titled “Strengthening Ability of Fire Emergency Response (Safer),” was launched in December 2019 with the participation of a group of Korean experts with a total project cost of $8.35 million.

Preparing for the unexpected: Saint Lucia's business continuity planning for disasters

About 3,000 firefighters have gathered in Shizuoka Prefecture, central Japan, for the largest-ever drill assuming a massive earthquake along the Nankai Trough off the country's Pacific coast.
Nov. 13's exercise with 12 venues involved 600 teams of rescuers from across Japan.

Australia – Hundreds rescued, towns isolated after more floods in New South Wales

Emergency services have carried out more than 200 flood rescues in New South Wales, Australia, after widespread heavy rain from 12 November 2022 led to dangerous flash flooding across much of the state.
Flash flooding has also struck in parts of neighboring Victoria state, where over 50 people have been rescued. Severe weather including strong winds has left thousands without power in South Australia, while heavy rain and flooding are forecast for Tasmania in the coming days.
