March is National Professional Social Work Month. This year's theme, "Social Workers: Leaders. Advocates. Champions.," emphasizes how every community needs social workers to improve policies and services. From helping parents and children manage stress and anxiety in the age of school shootings, to working with students advocating for sensible gun laws, to contacting our members of Congress to support social worker safety, take action during Social Work Month to enhance human well-being and make our society a better place to live.
NASW is proud of the brave young people from Marjory Stoneman Douglas High School in Parkland, Florida, and around the nation who are advocating and protesting for laws to curtail this nation's gun death epidemic. NASW wants sensible gun laws and wants gun deaths and injuries to be declared a public health crisis. Often, young people lead adults to do the right thing. We stand ready to support them.

In early January 2018 Congress passed the Recognize, Assist, Include, Support and Engage (RAISE) Family Caregivers Act (H.R. 3759); the bill was signed into law (P.L. 115-119) on January 22. This bipartisan legislation, which was supported by NASW since its introduction in the Senate in 2015, requires the U.S. Department of Health and Human Services (HHS) to develop a national strategy to support the nation's 40 million family caregivers. The bill also creates a Family Caregiving Advisory Council to advise HHS on the strategy; this council will include various stakeholders, such as family caregivers, individuals with disabilities, older adults who use long-term services and supports, health and social service providers, employers, and state and local officials.

NASW Announces Pre-Conference Workshop Schedule
Registration for the 2018 NASW National Conference June 20-23 in Washington, DC, is underway. The conference is the ultimate gathering of more than 2,000 social workers and like-minded individuals. "Legal Issue of the Month" articles present an overview of one legal topic relevant to social work practice, focusing on a recent court decision or emerging legal issue. The Legal Issue of the Month archive of articles (for NASW members only) addresses commonly asked questions as well as hot-button emerging issues.
Social workers frequently provide counseling to married couples who end up in divorce. One of the parties is likely to request the social worker's notes. The attorney for one of the parties may subpoena the couple's therapy records in divorce or child custody proceedings. Social workers providing couples therapy have a legal duty to protect the privacy and confidentiality of both parties. Clients have the right to inspect, copy, and access their own records under HIPAA and/or state law. However, applicable rule is that social workers are not to release client information unless required or permitted by law or authorized in a written document signed by the client. This Legal Issue of the Month article discusses confidentiality, privilege, and the applicable NASW Code of Ethics provisions pertaining to access to a couple's therapy records.

| MENTAL HEALTH ARTICLE COLLECTION |

As stigmatized and disenfranchised populations, racial and ethnic minorities in the United States tend to have poorer physical and mental health outcomes. The authors argue that the social work profession has a unique role to play in eliminating racial and ethnic health disparities, particularly in the areas of mental health and addictions, where social workers have long provided essential services. Health care reform and the development of the National Prevention Strategy provide an opportunity for social work to expand on previous efforts and advance a multilevel response to addressing the social determinants of mental health and addictions and reducing disparities. To be effective, such a response must encompass varied elements, including service-informed social work education; the growth of a transdisciplinary research agenda to better understand social determinants and inform interventions; the provision of culturally responsive and evidence-based clinical services; and policy action on relevant issues, foremost the impact of incarceration and the criminal justice system on people struggling with mental health and substance use problems. The elimination of health disparities vis-à-vis these efforts is an important goal manifesting the profession's commitment to social justice.
