The Centers for Medicare & Medicaid Services released the final rule for the 2019 Physician Fee Schedule on November 1, 2018. The 2019 final rule for the CMS Quality Payment Program excludes clinical social workers from the Merit-Based Incentive Payment System (MIPS) reporting in 2019. This is a victory for clinical social workers who have limited quality measures to report on and in the past have received penalties when reporting quality measures.

Social Worker Sylvia Garcia Elected to Congress
Congratulations to Rep.-elect Garcia! Garcia, a NASW-PACE-endorsed candidate, will represent Texas’ 29th Congressional District in the U.S. House of Representatives. As a social worker and legal aid lawyer early in her professional career, Garcia protected her community's most vulnerable, old and young, and ensured no one was forgotten.
Social Worker Kyrsten Sinema Wins Arizona Senate Race
Rep. Kyrsten Sinema, a NASW-PACE-endorsed candidate, has prevailed in Arizona’s Senate race. Rep. Sinema is serving her third term representing the 9th Congressional District of Arizona. She became a social worker helping struggling families. She soon realized that their problems were common to so many families and that solving these problems meant thinking bigger than one family at a time. Congratulations Rep. Sinema!
Social worker Sen. Debbie Stabenow won her re-election to Michigan’s Senate seat. Rep. Karen Bass, Rep. Barbara Lee, and Rep. Susan Davis, all social workers, also won re-election to their House seats.
Congratulations to Maine State House member-elect Lori Gramlich. Gramlich, a graduate of the University of New England’s School of Social Work and a licensed master social worker, has a long history of public policy and activism. Since October 2015, she has served as the executive director of the NASW-Maine chapter.
All three NASW-NC PACE Committee-endorsed social workers running for the North Carolina House of Representatives won their elections. Representatives Graig Meyer and MaryAnn Black won reelection campaigns, and Sydney Batch was elected to her first term in the legislature.

Children & Schools
The study discussed in this article examined the relationships between support from parents, teachers, and peers; contextual risks; and select achievement outcomes in a representative sample of African American female high school seniors enrolled in an urban school district in southeastern Virginia. Quantitative analysis revealed that some support variables were predictive of better achievement outcomes and others were associated with poorer outcomes. Qualitative analysis identified significant similarities and differences within the study sample with respect to the types and sources of support reported to have had an impact on the participants’ success in school. The study's findings increase our knowledge about and highlight the complex nature of the context-linked experiences of African American female adolescents who underachieve relative to white adolescents in spite of educational reform.
