Many U.S. states are responding to the Coronavirus (COVID-19) epidemic by closing public and private services to limit the gatherings of large numbers of people. ACA has created a resource page to communicate national resources during the COVID-19 crisis; varied state Emergency Orders implementing precautionary measures affecting business closures; as well as ACA’s activities and advocacy message that the Coatings Industry is an essential part and participant in the COVID-19 response.

PHMSA Guidance on Training Exception During COVID-19
The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice of enforcement policy regarding training requirements in response to unprecedented changes in business practices related to the COVID-19 outbreak intended to minimize disruptions in the supply-chain. According to the notice, PHMSA “will not take enforcement action against any offeror or carrier who is unable to provide recurrent training consistent with HMR training requirements.” The notice is limited to the recurrent training found in 49 CFR 172.704(c)(2). The notice also reminds employers that training can be completed remotely and virtually so long as the elements in 49 CFR 172 Subpart H are covered.

Washington Governor Signs Delay of Copper Ban
The law delays the state ban on the use of copper in antifouling paints until 2026 and directs the state Department of Ecology (DOE) to take further investigative action by completing another study and convening a stakeholder advisory group to review the state of science, fully understand potential alternatives, and examine all environmental impacts from the use of antifouling paints in Washington waters.

This one-hour webinar on April 7 at 1:00 pm (EDT) will provide an overview of the new federal Toxics Release Inventory (TRI) requirements. The National Defense Authorization Act for Fiscal Year 2020 (NDAA) added certain Per- and Polyfluoroalkyl Substances (PFAS) to the TRI list. These chemicals are subject to TRI reporting requirements for Reporting Year 2020. The webinar will also address the TRI reporting forms, which are due by July 1, 2021.
