EPA Finalizes Waters of the U.S. Rule

First Quarter GDP Decline Largely Driven by Foreign Trade
The recently reported decline in GDP for Q1 2015 was met with surprise by many media sources and was below the expectations of many economists. A closer look at the figures indicates that much of the decline was attributable to the impact of the GDP component, exports of goods and services, which declined 7.6% in Q1, combined with imports of goods and services, with rose 5.1%. This component of GDP, along with government consumption and investment, was the primary drag on overall GDP, particularly in light of small gains in personal consumption and private investment.
The strong U.S. dollar was clearly a contributor to this decline, although the West Coast port strike may have contributed as well (the directional effect of the strike’s impact is not as clear, given that it affected both imports and exports). Figure 1, below, shows the movement in exports of goods and services, and shows clearly the drop in exports, particularly of durable goods in the quarter. Given that durable goods production is a major driver of coatings demand, this major drop in exports of durable goods is somewhat troubling. However, preliminary Census figures show that durable goods manufacturing was relatively flat in Q1 (as compared with Q4 2014) on a seasonally adjusted based, suggesting that domestic demand is moderating the decline in exports somewhat.
