Increased (AIM) VOC Regulation Activities Around the States and in California Air Districts

ACA Submits Comments to DTSC on Proposed Priority Products Listing

California’s Department of Toxic Substances (DTSC), under the Safer Consumer Products regulation has proposed the following three Priority Products:
    1) spray foam systems containing unreacted diisocyanates;
    2) paint and varnish strippers containing methylene chloride; and
    3) children’s sleeping pads containing chlorinated tris.

EIA Projects Large Increases of Natural Gas Use over the Coming Decade



The U.S. Energy Information Administration (EIA) periodically releases short and long term forecasts for projected U.S. energy use, with the most recent annual forecast issuing in May. As most readers are aware, the U.S. has enjoyed large increases in the supply and availability of natural gas as a result of recent shale gas plays in places like Pennsylvania, Texas and North Dakota. As a result of new gas supplies coming online, the EIA projects that annual U.S. natural gas consumption will grow from 25.6 trillion cubic feet (Tcf) in 2012 to 31.6 Tcf in 2040 in the AEO2014 Reference case. The EIA predicts that natural gas use will increase in all of the end-use sectors except residential. EIA also believes that the use of natural gas for residential heating will decline as a result of population shifts to warmer regions of the country and improvements in appliance efficiency. Of particular note, the EIA projects that the volume of natural gas used for industrial purposes will rise substantially, going from 6.84 Tcf at its low point in 2009 to 10.28 Tcf by 2024. This suggests that there will be a continuing rise in the use of natural gas as a feedstock material in chemical manufacturing, as well as increased use of gas in other industrial processes. The sector showing the largest rise in the use of natural gas is in energy production, where, as EIA notes, “relatively low natural gas prices make natural gas an attractive fuel for serving increased load. Natural gas is also the fuel most often used to replace older coal-fired generation as it is retired.”
