Maine Department of Environmental Protection Holds Public Hearing on Phthalates Proposed Rule
The proposed rule, initiated by by a citizens’ petition, would designate four phthalates as priority chemicals under Maine’s Kid-Safe Products Act and require reporting for manufacturers of certain products containing one or more of the listed phthalates.
US 7th Circuit Court of Appeals Reopens the Door to Market Share Liability in Wisconsin for Lead-Based Paint Claims That Accrued Prior to 2011
On July 24, the U.S. 7th Circuit Court of Appeals reversed a 2010 ruling by a federal judge in Wisconsin's Eastern District that had held that Wisconsin's common law doctrine of lead-based paint market share liability violated substantive Due Process, Takings or Interstate-Commerce clauses of the Constitution.
Senate Committee Advances CFATS Bill
On July 30, the U.S. Senate Homeland Security and Governmental Affairs Committee approved bipartisan legislation aimed at improving the effectiveness of the U.S. Department of Homeland Security’s (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) program.
Harvard Joint Center for Housing Studies Projects Continued, But Slowing Growth in Remodeling Activity
The Remodeling Futures Program at the Joint Center for Housing Studies of Harvard University (JCHS) reported that growth in home improvement activity is expected to peak during the second half of 2014 and then begin to ease heading into next year, according to its Leading Indicator of Remodeling Activity (LIRA) figure. For 2014, the LIRA projects annual gains in home improvement spending of 9.9 percent with annual growth slowing to 7.0 percent in the first quarter of 2015.
LIRA is designed to estimate national homeowner spending on improvements for the current quarter as well as the three quarters. The indicator, measured as an annual rate-of-change of its components, provides a short-term outlook of homeowner remodeling activity and is intended to help identify future turning points in the business cycle of the home improvement industry. Forward-looking projections are produced by the Leading Indicator of Remodeling Activity, while all historical data are JCHS tabulations of the Census Bureau's C-30 series (The Value of Construction Put in Place Survey, which provides monthly estimates of the total dollar value of construction work done in the U.S.).

Advances in Corrosion Protection by Conducting Polymers Reviewed in Latest Issue of JCTR
Introducing the 17 papers that are included in the July issue of Journal of Coatings Technology and Research (JCTR) is a comprehensive review on conducting polymers for corrosion protection. Also highlighted in the issue are a model-based analysis of thermal insulation coatings, a method for fabricating silica-based superhydrophobic surfaces, and recent work on nanosilica reinforced waterborne siloxane-polyurethane nanocomposites prepared via “click” coupling.
