U.S. District Court Sides with SEC in Conflict Mineral Case, Appeal Expected
On July 23, the U.S. District Court for the District of Columbia rejected all of the plaintiffs' objections to the U.S. Securities and Exchange Commission's (SEC) conflict minerals rule in National Association of Manufacturers v. SEC, and granted summary judgment to the SEC.
ACA Urges Congress to Enact Meaningful Immigration, Tort Reform
ACA urged Congressional leaders to act swiftly to enact immigration legislation that would bring meaningful reforms to critical components of the U.S. system. Separately, ACA signed onto a letter to Congressional representatives supporting H.R. 2655, the Lawsuit Abuse Reduction Act of 2013.
President Signs Executive Order on Improving Chemical Facility Safety and Security
The Executive Order on Improving Chemical Facility Safety and Security directs federal agencies to improve operational coordination with state and local partners; enhance federal agency coordination and information sharing; modernize policies, regulations and standards; and work with stakeholders to identify "best practices."

Update: BPA Labeling Requirements and Proposition 65 Reforms
Sen. Diane Feinstein (D-Calif.) recently introduced the BPA in Food Packaging Right to Know Act of 2013 (S. 1124), which would require a warning label on all consumer food packaging that contains Bisphenol-A (BPA) and direct the U.S. Department of Health and Human Services to issue an updated safety assessment for food containers with BPA.

Papers Sought for the 2014 American Coatings Conference
The American Coatings Association, in partnership with Vincentz Network (VN), is issuing a call for papers to be presented at the American Coatings Conference 2014. This major technology forum for the coatings industry will take place April 7-9, 2014 in Atlanta, Ga., and is held in conjunction with the American Coatings Show. Innovative companies, as well as academic, governmental, and research institutes, are invited to submit abstracts detailing high-level technical contributions that present advancements important to coatings, as well as printing inks, adhesives, and sealants.

ASTM to Hold EIFS Symposium in 2014, Calls for Papers
ASTM International will conduct a Symposium on Exterior Insulation and Finishing Systems (EIFS), Oct. 5-6, 2014, in New Orleans, La. Nearly 20 years since the last ASTM symposium on the same topic, this new symposium has the theme "EIFS: Performance, Progress and Innovation." The symposium host, E 06.58 Subcommittee on EIFS and Related Products, is currently calling for papers. Abstracts will be accepted through Oct. 31, 2013.

Organized by the China National Coatings Industry Association and Beijing TUBO International Exhibition Co., LTD, the China Coatings Show will be held Aug. 15-17 at the Shanghai New International Exhibition Centre in Shanghai, China. The show will focus on all things coatings: science and technology innovation, brand recreation, waterborne and high-solid, value-added, and optimized coating solutions. The event will feature forums, technical training courses, and opportunities for exhibitors.
ACA Call for Papers: Coatings for Concrete Conference
ACA is seeking submissions for its ACSeries Coatings for Concrete Conference to be held Jan. 20 at the Planet Hollywood Resort & Casino in Las Vegas, Nev. The conference will be held congruently with The World of Concrete Show. This one-day conference will serve as a forum for professionals who specify and use coatings on concrete and coatings manufacturers and raw materials suppliers. Abstracts must be submitted by Sept. 2, 2013.
