PHMSA Proposes "Reverse Logistics" Rulemaking
The U.S. Department of Transportation’s (DOT) Pipeline and Hazardous Materials Administration (PHMSA) published a Notice of Proposed Rulemaking for Reverse Logistics — the safe return of goods from the consumer/marketplace to the vendor, manufacturer, or supplier for reuse, recycling, or disposal.

ACA Petition Seeks Relief from OSHA Implantation Dates for Labels and SDS
ACA along with eight other trade associations has sent a letter to the U.S. Occupational Safety and Health Administration (OSHA) petitioning the agency to provide relief from the implementation dates for labels and Safety Data Sheets (SDS) under the Hazard Communication Standard (HCS) for chemical product formulators.
Executive Order 13650 Update: EPA Releases Request for Information on Risk Management Plan Modernization
The U.S. Environmental Protection Agency (EPA) released its Request for Information (RFI) with proposed modernizations to the Risk Management Programs (RMP) under the Clean Air Act (CAA). This RFI is part of the President Obama’s Executive Order 13650, Improving Chemical Facility Safety and Security, and EPA will use the information it receives in response to this RFI to inform what action it may take.
Green Seal Seeks to Update and Expand its Paint and Coatings Standards; ACA Weighs In
ACA submitted comments to Green Seal on Aug. 7, urging that the certification program focus on revising and updating GS-11 and GS-47 instead of expanding their current scope.
Retail Sales in Paint and Building Materials Store Channels Show Continued Strength

Specialty paint and wallpaper stores (NAICS 44412) are a key sales outlet for architectural coatings, along with the more general retailer building material and supply dealer channel (NAICS 4441). These outlets have shown steady improvement since the depths of the recession in 2009-10, both showing generally steady and positive growth since 2011. Paint and wallpaper stores’ sales improved from a $708 million in January 2010 to $1.008 billion in May 2014 (preliminary estimate subject to revision). Similarly, building material and supply dealers’ sales improved in the same timeframe from $22.35 billion to $27.19 billion.

Executive Order on "Fair Pay and Safe Workplaces" will Require Government Contractors to Disclose Labor Law Violations
On July 31, President Obama signed The Fair Pay and Safe Workplaces Executive Order (EO). This EO requires covered federal contractors periodically to disclose various labor law violations to the government prior to and following the award of a federal contract and also requires them to collect similar information from subcontractors.
