Federal Government Revises Q2 GDP Figures Upwards to 3.7%

The Bureau of Economic Analysis (BEA) announced that Gross Domestic Product (GDP) had increased at an annual rate of 3.7% in the second quarter of 2015. The Aug. 27 report represented a significant upward revision of its advance report issued on July 20, which showed a 2.4% gain in GDP (on an annual basis adjusted for inflation). In the first quarter, BEA reported that real GDP increased 0.6%.

The BEA indicated that the upward revision is based on more complete source data than were available for the "advance" estimate issued last month. In the advance estimate, BEA reported an increase in real GDP of 2.3%. With the second estimate for the second quarter, nonresidential fixed investment and private inventory investment showed significant increases, as opposed to the initial estimates showing slight declines in those numbers.

BEA indicated that the acceleration in real GDP in the second quarter reflected an upturn in exports, an acceleration in personal consumption expenditures, a deceleration in imports, an upturn in state and local government spending, and an acceleration in nonresidential fixed investment. These changes were partly offset by decelerations in private inventory investment, in federal government spending, and in residential fixed investment.

While news sources most commonly highlight the percentage changes in GDP components, it is useful to look at actual dollar changes to determine the actual impact of a particular GDP component, or an adjustment in the component, on the overall GDP figure. For example, the upward revision to second quarter GDP announced my BEA amounts to 53.9 billion (annualized). Of this figure, over half (33.6 billion) of this adjustment was accounted for by gross private domestic investment.

The GDP components that tie closely into construction and other drivers of architectural coatings demand showed some continued strength. Residential investment was up, on a year over year (YOY) basis, 7.8%, following an 8.4% YOY increase in Q1. Nonresidential structures, on the other hand, showed YOY declines in both Q1 and Q2, falling slightly, but this probably reflects very large gains in those numbers in the corresponding quarters of 2014.

The figure below shows the absolute contribution of investment to GDP of the various components of gross private domestic investment, with residential and nonresidential structural investment representing an over $977 billion contribution to GDP, or roughly 6% of total GDP.
