EPA Proposes Lowering the National Ozone Standard
On Nov. 26, the U.S. Environmental Protection Agency (EPA) proposed a rule to revise the national primary ozone standard to between 65 and 70 parts per billion under the Clean Air Act. The current National Ambient Air Quality Standard (NAAQS) is 75 ppb.

Pennsylvania Supreme Court Decides Strict Liability Case: Tincher v. Omega Flex
The 6-0 court decision in the Tincher v. Omega Flex Inc. case strikes down the state’s precedent, set in 1978 by Azzarello v. Black Brothers Co. case, which precluded all evidence of negligence in strict liability cases.
Construction Predicted to Show Continued Strength in 2015
The U.S. Census Bureau recently announced that its estimates of construction spending during October 2014 was $971.0 billion (seasonally adjusted annual rate or SAAR), which is 1.1 percent above the revised September estimate of $960.3 billion and 3.3 percent above the October 2013 estimate of $939.9 billion.
ACA Urges Senate Action on CFATS Reauthorization
The “Protecting and Securing American Chemical Facilities from Terrorist Attacks Act of 2014” would reauthorize the U.S. Department of Homeland Security’s Chemical Facility Anti-Terrorism Standards (CFATS) program 2018; improve management practices and whistleblower protections; and simplify reporting and information sharing.
Call for Papers: Coatings Regulations & Analytical Methods Conference
ACA is seeking submission of abstracts for its Coatings Regulations & Analytical Methods Conference, to be held May 19-20, 2015, in Cleveland, Ohio. Abstracts should provide the latest information on regulations affecting the coatings industry, testing methods, and new technology related to regulatory guidelines, and must be submitted by Jan. 15, 2015.
