As Plan S Takes Effect, Some Anticipate Inequitable Outcomes

In the three years since its launch, Plan S, an initiative dedicated to making scientific research publicly available, has attracted new members, including international organizations and government funding agencies from around the world. A number of researchers question the global impact of Plan S’s implementation, however, raising concerns that its stringent open-access mandates have contributed to an increase in associated publishing costs that could potentially cut into research budgets and exacerbate inequalities that already exist in science publishing.

Major U.K. Science Funder Unveils Strict Open-Access Policy

From April 2022, scientists must make papers supported by Britain’s national research-funding agency free to read immediately on publication, the funder UK Research and Innovation announced in a keenly awaited revision to its open-access policy. As expected, the details closely match those laid out in Plan S, the bold pledge by many funders to publish all science outside paywalls. The British agency was an early supporter of the plan.

NARA Plans to Expand Access to Digital Records

The National Archives and Records Administration released its draft 2022-2026 Strategic Plan with a heavy focus on maximizing the use and availability of digital records.
By the end of this year, NARA will only be accepting electronic records from federal agencies. But that digital revolution will mean big changes for NARA, too, and the agency is working on a strategic plan to continue that evolution through 2026.
